본 연구는 간척과 그 영향에 관한 연구이다. 신안군 도초도는 우리나라에서 13번째로 큰 섬이다. 그러나 사료에 나오는 도초도는 작고 열악한 섬으로 사람들이 살기에 힘든 공간이었다. 이를 개척하여 지금의 큰 섬으로 확장 발전 시킨 것이 간척활동이다.
도초도의 간척활동은 사료에서는 확인되지 않는다. 일제강점기 토지 조사사업으로 시행되어 만들어진 1916년 지적원도 상에 도초도의 토지 현황과 공간이 명확히 드러난다.
지적원도 상의 도초도는 전국의 섬 중에서 가장 넓은 평야인 고란들이 이미 형성 되어 있었으며, 일제강점기 목포의 대지주 이었던 문재철의 토지도 상당수 나타난다.
일제강점기 조선총독부는 자국의 부족한 식량을 보충하기 위해서 우리나라 곳곳에서 간척 사업을 시행하였으며, 간석지가 넓게 분포해 간척에 유리하였던 서남해안 지역에서도 방조제 축조활동을 중심으로 간척사업이 활발히 진행되어 도초도에서는 간석지가 발달한 동부지역 6곳에 방조제가 축조되었다.
그러나 도초도의 간척으로 확장된 농경지에서는 대지주의 수탈로 인하여 격렬한 소작쟁의가 일어나서 핍박과 투쟁의 공간이 되기도 하였다.
광복 이후에는 간척공간을 활용하는데 변화가 일어났다. 인근한 비금도에서 천일염전이 개발되고 도초도에도 보급되면서, 기존의 농경지 중심의 간척 공간이 방조제를 축조하고 그 안에 염전지대를 조성하는 것으로 변화하였다. 이에 농업 중심이던 도초도 주민들의 생활상은 반농반염으로 바뀌어 간다.
광복 이후 도초도의 간척 활동 중 도초 주민들에게 가장 영향력을 미친 것은 도초 주민들에게 새원이라고 불리는 외남 방조제의 축조이다. 북부 지역에 외남 방조제가 축조되면서 동부를 제외한 도초도의 전 지역에 토지의 안정화를 가져왔으며, 북부지역에 새로 생긴 염전지대는 도초 중·고등학교의 운영에 이용되어 도초도가 현재 인재의 고장으로 널리 알려진 배경이 되었다.
도초도의 경관은 오랜 기간 주민들의 애환을 담은 노력의 산물로써 인구의 증가와 공간의 확대, 그리고 생활방식의 변화 등을 가져왔다.

This study is the study about the reclamation and its effects. Sinan-gun Dochodo is the 13th largest island in Korea. But Dochodo was a small and poor island, and it was a difficult place for people to live in. It is the reclamation activity of residents which developed this and developed extensively it to a large island.
Reclamation activities of Dochodo are not confirmed in historical records. The present condition of land and space of Dochodo are clearly revealed on the original drawing of the land which was executed and made by the land investigation business in 1916 in Japanese colonial era.
Dochodo in the original drawing of the land was already formed with the largest plains of Goran among islands in the whole country, and the land of Mun Jaecheol who was the large land owner of Mokpo in Japanese colonial era was shown in considerable number.
The Japanese Government-General of Korea during the Japanese occupation underwent the reclamation project all over Korea to supplement their lack of food, and the reclamation project was progressed actively focusing on the building activity of see wall, in the Southwest Coast region which was advantageous for the reclamation due to widely distributed tideland. In Dochodo, see walls were built in 6 places in the eastern area where tidelands are developed.
However, the expended agricultural land by the reclamation in Dochodo once became the place of persecution and struggle for the fierce disputes on tenancy due to the exploitation of the great land owner.
Since independence, there occurred a change for utilizing the reclaimed area. The salt pond made with the sun was developed in the adjacent island, Bigeumdo, and the skill for the salt pond was supplied in Dochodo. And the reclaimed land was developed to place of building see wall and formating salt pond therein from the main agricultural land previously.
The most influential thing for inhabitants of Docho among reclamation activities of Dochodo since the independence was the construction of Oenam see wall called Saewon. The construction of Oenam see wall in the northern area brought the stabilization of land in the entire area of Dochodo except for the eastern area, and the salt field newly created in the northern area was used for the operation of Docho Middle·High School, and it became the background of Dochodo becoming known as the town of talented people.
Site of reclamation of Dochodo remained now and related facilities including Wonduk are products of effort to develop island residents's lives for a long time.
