지역맞춤형 소규모 산업단지 조성방안에 대한 연구 : 경상남도 산청군 일원을 중심으로

국문 초록 (Abstract)

2000년대 들어 산업단지 과다공급에 따른 미분양 증가와 더불어 건설경기 침체로 새로운 산업단지개발 방식에 대한 요구가 증대되고 있다. 이에 대한 대안으로 기존산업단지의 재생 및 산업수요 예측 방법론과 같은 산업단지 적정공급을 위한 연구가 진행되고 있으나 산업단지 개발은 대개의 경우 개별 사업단위로 이루어지는 현실임에도 불구하고 전자에 비하여 후자에 대한 구체적인 사례연구는 부족한 실정이다. 이에 경상남도 산청군의 가상대상지를 중심으로 한방산업관련 지역특화 유치업종설정, 소규모 산업단지에 대한 지표설정 그리고 이에 따른 타당성 평가과정을 중심으로 지역맞춤형 소규모 산업단지 조성방안을 연구하였다.
본 연구에서는 산업단지 유치업종을 객관적으로 선별하기 위하여 다기준분석기법의 하나인 평점법을 적용하여 상위계획, 산업정책, 개별입지 현황분석결과, 입지상 분석결과와 같은 정성적, 정량적 판단요인을 종합적으로 분석하였으며 산청군 일원의 한방산업과 관련하여 지역의 특산물을 중심으로 하는 지역특화 산업단지의 유치업종 도출과정과 한방관련 산업에 대한 기준을 제시하였다.
이와 함께 그간 산업단지의 계획지표가 대규모 산업단지 위주로 제시되었던 반면, 소규모 산업단지 조성에 활용할 수 있는 적정지표의 기준이 미진했던 바, 국내 기 조성된 소규모 산업단지의 현황을 분석하여 소규모 산업단지의 개발 시 적용될 수 있는 개발지표를 도출하였으며, 경상남도 산청군의 가상대상지에 대하여 일반산업단지와 농공단지의 추진에 따른 타당성 검토를 통한 시뮬레이션을 통해 대안설정과정을 전개하였다.
그 결과, 소규모 산업단지가 입지할 지역에 특성화된 업종 제시와 함께, 소규모 산업단지 조성의 적정규모와 산업단지의 사업추진 방식에 대한 다양한 검토과정을 진행함으로써 지역맞춤형 산업단지 조성을 위한 하나의 방안을 제시하였다.

다국어 초록 (Multilingual Abstract)

Due to the excessive supply of industrial complexes as well as the sudden depression of the development activities that took place in its preceding decade, the needs for new methods to determine the appropriate development type of industrial parks have ever been increasing in Korea since the beginning of the new millennium. Concerning this, new types of approach have been pursued recently in the field of regional planning to seek the optimal supply level of industrial parks: one is to focus on the rehabilitation of the existing parks; and, the other is to rely on the forecast of the industry’s demand for the new ones. Despite the fact that most of the industrial complex developments are performed on an individual-project basis, many of the preceding case studies have relied more on the latter approach so that the researches focusing on the former are relatively lacking.
This study, in this context, tries to suggest a method to develop the small-sized locally-customized industrial complexes based on their feasibility evaluation. It is done, specifically, for a case of oriental medicine complex located in Sancheong County of Gyeongsangnam-do Province. The entire process includes: the choice of industries; construction of feasibility indexes; and feasibility evaluation based on the developed indexes. The score-rating, as the multi-criteria decision making method, has been adopted to select the appropriate industries to be accommodated at the case site. The selection has been made under a comprehensive framework that took into account: the regional development master plan; the locality’s industrial allocation policy; the site analysis results; and the calculation of the Location Quotient.
In contrast to many of the prevailing planning indexes prepared mainly for the large-sized industrial complexes, this study uses those derived specifically for the small-sized ones based on the statistical survey of all the complexes across the nation. The selection of the industry to be accommodated for the case site has been made by the simulation that runs the feasibility tests among the alternatives ranging from the general industry to all possible specific ones, and, in consequence, the oriental medicine industry was taken as the final exclusive choice. In all, the study suggested: a comprehensive method to extract the best-fit industry for small-sized industrial complex; investigated how to determine the optimal size of the complex; and reviewed the diverse ways to test the optimality of the industry to be accommodated in, specifically, the locally-customized industrial parks.
