Prior studies put an importance on understanding how performance measurement systems(PMS) affect individual or organizational performance. Psychological theories implicate that PMS influence individual performance through cognitive and motivational mechanism. Even though Hall(2008), Burney and Widener(2007) and Burney et al.,(2009) emphasize the importance of role of cognitive and motivational mechanism through role clarity and organizational justice, these studies do not investigate how PMS improve individual performance through updating mental model and developing learning capabilities.
Also, prior studies show that managerial control systems(MCS) may disturb the learning process(e.g., Argyris, 1997; Hedberg and Jonsson, 1978; Staw and Boettger, 1990); on the other hand, some researchers examine that MCS may facilitate the learning process through amplifying curiosity and questioning underlying logics(e.g., Chenhall, 2005; Henri, 2006b; Kaplan and Norton, 1996). Therefore, this study defines the particular attribute of MCS that may affect learning process positively, and posits this attribute of MCS influences learning process in a positive way.
This study highlights how PMS affect individual performance via updating and changing mental model, which is individual learning process. Thus, this study examines the relation of comprehensive PMS, learning at the managerial level, and managerial performance.
Consequently, the result shows that more comprehensive PMS can help managers confirm their mental model related to business operations and build a new mental model about their business operations. Also, mental model building has positive association with managerial performance; however, mental model confirmation does not show positive association with managerial performance.
