유니버설디자인 원리에 기초한 공공도서관 서비스의 보편성 평가지표 개발 = Development of the Evaluation Indicators for Universality of Public Library Services: Based on Universal Design Principles

For public libraries to deliver appropriate information to various types of users in information society that allows people to access and use a variety of information, it is necessary to provide services applying the universal design principles in terms of universality. The application of universal design principles is not limited to facilities or products. The universal design principles are also applicable to public libraries that should provide universal services. In fact, it is possible to evaluate services of public libraries by applying the universal design principles in terms of universality. The purpose of this study is to develop the evaluation indicators for universality of public library services, which apply universal design principles to evaluate if public libraries provide appropriate services that meet their original purpose.
For this study, the evaluation indicators for universality were established by drawing universal design application factors and public library service evaluation indicators based on relevant domestic and overseas standards and studies. The validity of established evaluation indicators has been verified in two phases using the Delphi technique, with both the expert group in universal design and the least advantaged group. The reason for adopting the two phases is that there might be lack of accuracy in the analysis of universality of public library services accepted by actual users if only experts' opinions are considered in developing the indicators for universality of public library services adopting universal design principles. Therefore, to increase completeness of this study to develop the indicators for universality of public library services adopting universal design principles, in addition to considering the opinions of the expert group, the opinions of the information havenots consisting of the least advantaged people are also reflected.
The validity and reliability of the evaluation indicators were verified by a survey targeting 252 librarians in public libraries in Korea.
The final 'Evaluation Indicators of Universality of Public Library Services' consist of six evaluation areas (Policy, Facility and Equipment, Information Resources, Human Resources, Library Service and Promotion) and 41 evaluation contents in 10 evaluation items (Service Principles, User's Request, Information Guide, Physical Accessability, Service Safety, Provision of Information Resources, Use of Information Resources, Service Staff, Library Service Programs and Library Service Guide). Each evaluation content is categorized into a relevant factor among five universal design applicable factors (Universality, Convenience, Recognition, Safety and Economic Feasibility) according to its characteristics.
The 'Evaluation Indicators of Universality of Public Library Services' adopting universal design principles that are developed in this study can be used in evaluating each area of public library services and each applicable factor of universal design with regard to universality of public library services in practical application. This means that unlike existing evaluation indicators for public library services, they provide multi-dimensional evaluation through combined methods, rather than single-dimensional normal evaluation. However, it is difficult to say that the evaluation indicators developed in this study can accurately measure the universality of public library services in numerical value. The actual results assessed using the evaluation indicators developed in this study can be used to verify the level of universality of public library services. Therefore, the evaluation criteria of these indicators should be considered in value judgement of public library services, rather than considering just numerical results.
On the other hand, the five universal design applicable factors related to 41 evaluation contents developed in the study enalbe to evaluate public library services by applying the core principles of 'universal design'. The indicators enable to evaluate the universality of public library services with each universal design applicable factor.
This study developed the evaluation indicators to verify the universality of public library services through the step-wise research procedure. However, it is difficult to evaluate the microscopic aspects of public library services in detail as the evaluation scope of public library services is very wide because of the characteristic of 'universality'. However, considering several social and environmental influencing factors surrounding public library services and the necessity of public library services to seek the universality of its service, it is thought that the evaluation indicators developed in this study have important value in verifying the universality of public library services in the macroscopic point of view.

국문 초록 (Abstract)

공공도서관은 오늘날과 같이 방대한 정보에의 접근 및 이용이 가능한 정보사회 속에서 다양한 유형의 이용자에게 원하는 정보를 제공하기 위해서는 보편성 측면에서 유니버설디자인 원리를 적용한 서비스의 제공이 필요하다. 이러한 유니버설디자인 원리의 적용은 시설이나 제품에 한정되는 것이 아니라 보편적인 서비스를 제공해야 하는 공공도서관에도 적용이 될 수 있으며, 실제 제공되고 있는 공공도서관 서비스에 대해서 ‘보편성’이라는 맥락에서 유니버설디자인 원리를 적용한 평가가 가능하다. 따라서 이 연구는 공공도서관이 본래의 목적에 부합하는 서비스를 제공하고 있는지를 평가하기 위해 유니버설디자인 원리에 기초한 공공도서관 서비스의 보편성 평가지표를 개발하는 데 목적이 있다.
이 연구를 위해 국내외 관련 기준 및 연구를 바탕으로 유니버설디자인 적용 요소와 공공도서관 서비스 평가지표를 도출하여 공공도서관 서비스의 보편성 평가지표를 설정하였다. 설정된 평가지표는 공공도서관 서비스 및 유니버설디자인 관련 전문가 집단과 실제 공공도서관의 수혜자인 이용자 중 최소수혜자 집단으로 패널을 각각 구성하여 각 2차에 걸친 델파이 조사를 통하여 내용타당도를 검증하였다. 이러한 이유는 델파이 조사를 통해 전문가 의견만을 수렴하여 평가지표를 개발하는 것은 이용자에게 받아들여지는 공공도서관 서비스의 보편성 분석에 대한 정확성이 결여되는 문제를 야기할 수 있기 때문이다. 따라서 유니버설디자인 원리를 적용한 공공도서관 서비스 보편성 평가지표를 개발하는 데 전문가 집단의 의견 수렴뿐만 아니라 평가지표를 통한 직접적인 수혜자인 이용자 집단 특히, 이용자 집단 중 최소수혜자인 정보취약계층에 대한 의견수렴을 병행하여 이 연구의 완성도를 향상하고자 하였다.
검증된 평가지표는 전국의 공공도서관에 근무하는 사서 252명을 대상으로 설문조사를 통해 평가지표로서의 타당도와 신뢰도를 검증하였으며, 그 결과 타당도와 신뢰도 모두 검증되었다.
최종 개발된 유니버설디자인 원리를 적용한 ‘공공도서관 서비스의 보편성 평가지표’는 ‘정책, 시설 및 설비, 정보자원, 인적자원, 도서관 서비스, 홍보’의 6개 평가영역과 ‘서비스 원칙, 이용자 요구, 정보안내, 물리적 접근성, 서비스 안전성, 정보자원 제공, 정보자원 활용, 서비스 인력, 도서관 서비스 프로그램, 도서관 서비스 안내’의 10개 평가항목에 대한 전체 41개 평가내용으로 구성되어 있다. 그리고 41개 각 평가내용은 유니설디자인 적용 요소 5가지인 ‘보편성, 편의성, 인지성, 안전성, 경제성’ 중 평가지표의 특성에 따라 적용 가능한 요소를 설정하였다.
이 연구에서 개발한 유니버설디자인 원리를 적용한 ‘공공도서관 서비스의 보편성 평가지표’는 실제 적용 시 공공도서관 서비스의 보편성에 대하여 공공도서관 서비스 영역별 평가와 유니버설디자인 적용 요소별 평가가 가능하다. 이는 기존의 공공도서관 서비스 평가지표에서와 같이 단일차원의 일반적인 평가가 아닌 복합적인 평가를 통한 다차원 평가가 가능하다는 의의를 가진다. 그리고 이 연구에서 개발한 평가지표는 공공도서관 서비스의 보편성을 수치적으로 정확히 평가할 수 있는 것은 아니다. 이 연구에서의 공공도서관 서비스의 평가는 보편성을 바탕으로 다양한 이용자에 대해 최대한 만족할 수 있도록 서비스를 제공하고 있는 것인가를 알아보고자 하는 것이다. 그러므로 이 연구에서 개발한 평가지표를 통한 실제 조사 결과는 공공도서관 서비스의 보편성 정도를 파악하는데 활용할 수 있다. 따라서 이 연구에서 개발한 평가지표의 평가기준은 공공도서관 서비스의 수치적 결과에만 따르지 않고 다양한 이용자에 대하여 제공되는 공공도서관 서비스의 가치적 판단에 기준하여야 한다.
한편, 이 연구에서 개발한 41개 평가내용에 해당되는 5가지 유니버설디자인 적용 요소는 공공도서관의 서비스를 ‘유니버설디자인’이라는 핵심 원리의 적용을 통해 평가 가능하도록 한다. 이는 각각의 유니버설디자인 적용 요소를 통해 공공도서관 서비스의 보편성을 구체적으로 파악할 수 있도록 한다.
이 연구에서는 일련의 연구과정을 거쳐 공공도서관 서비스의 보편성을 평가할 수 있는 평가지표를 개발하였다. 그러나 ‘보편성’이라는 평가 내용의 특성상 그 범위가 광범위하여 공공도서관 서비스를 미시적인 측면에서 세세한 부분 까지 평가하는 것은 현실적으로 어렵다. 하지만 오늘날과 같이 공공도서관을 둘러싼 여러 가지 사회 환경 영향 요인과 공공도서관으로서의 역할에 따른 서비스의 보편성 추구 필요성에 비추어 볼 때 이 연구에서 개발한 평가지표는 거시적인 측면에서 공공도서관 서비스의 보편성을 평가할 수 있는 평가지표로서 충분한 가치가 있는 것으로 생각된다.
