싱글맘의 평생학습적 요구와 정책

국문 초록 (Abstract)

‘싱글맘(single mom)’은 이혼을 하거나 독신인 여성이 결혼 생활을 유지하지 않는 상태에서 아이를 낳아 혼자 양육하는 경우를 일컫는다. 최근 들어 싱글맘 가구는 그 수가 계속 증가하고 있는데, 평생학습은 싱글맘 가구가 사회의 빈곤층으로 추락하는 것을 방지하고 삶의 질을 향상시킬 수 있는 계기를 만들어준다.
본 연구는 질적 연구의 하나인 학습 생애사를 통하여 싱글맘의 평생 학습적 요구와 평생학습 정책을 알아보는 연구이다. 이 연구를 위한 연구문제는 싱글맘의 삶과 학습경험은 어떠한지, 이와 관련된 싱글맘의 평생학습활동과 평생학습 참여동기는 어떠한지 알아보고 이를 토대로 싱글맘의 평생학습을 돕기 위한 정책적 요구가 무엇인지를 파악하고자 하였다.
연구의 결과는 다음과 같다.
첫째, 싱글맘은 사회적 편견과 경제적 어려움, 가사노동과 자녀양육 등 싱글맘으로서 해결해야 할 많은 과제들을 안고 있었다. 그 중 가장 큰 어려움은 자녀 양육 문제와 경제적 문제였는데 특히 싱글맘 이후 1~2년은 싱글맘에게 매우 중요한 삶의 전환시기로 이 때 정부 지원이 많이 필요하다.
둘째, 싱글맘의 사유인 이혼, 사별, 미혼 중 출산 등의 사건은 삶의 전환이 되는 사건으로 싱글맘이 평생학습에 참여하게 되는 평생학습의 동기가 된다. 싱글맘의 평생학습 참여를 방해하는 요소로는 첫째가 시간적인 부족이고, 둘째가 경제적인 문제였다. 개인적 문제와 심리적인 부분은 개인적으로 인식에 차이가 있었다.
셋째, 싱글맘 이전의 학습경험이 긍정적이고 다양할수록 싱글맘의 평생학습 활동의 학습에 대한 기대와 만족감이 높았다. 싱글맘이 필요로 하는 평생학습은 직업능력 및 기능향상 교육이며, 싱글맘의 가정경제 안정과 삶의 질을 높이기 위해서는 직업능력교육이나 직업훈련교육이 절실하다.
넷째, 싱글맘이 가장 원하는 지원은 가정경제에서 부담이 큰 자녀의 사교육비 지원이었고, 보다 질 높은 교육의 기회를 자녀에게 주고 싶어 했다. 평생학습 참여를 위해 학습 참여의 장애요소를 정부가 적극적으로 해소해주었으면 했다.
싱글맘도 여성인력의 하나이다. 이는 국가와 사회의 중요한 인적자원의 개념으로 접근할 필요가 있다는 것이다. 싱글맘의 평생학습의 기회를 확대시켜 삶의 질이 향상될 수 있도록 체계적인 평생학습프로그램을 지원하여야 한다. 그리고 싱글맘의 자녀 양육은 직업 훈련 선택과 직업선택을 저해하는 가장 큰 요인이 되므로, 싱글맘의 평생학습 참여를 위해 아동보육서비스를 확대하고, 영아전담 보육시설의 확충 등 다양한 보육기회가 보장되어야 한다. 이를 위해 국공립 보육시설을 확충하고, 민간시설에 대한 정부의 지원이 확대 되어야 한다.

다국어 초록 (Multilingual Abstract)

‘Single mom’ is a newly coined phrase that refers to a divorced or unwed mother who raises children on her own. Recently, the number of single mom households has been increasing in accordance with the growing divorce rate.
Lifelong learning prevents single mom households from falling into poverty and gives them an opportunity to improve the quality of their lives. This study used qualitative research methods to determine single moms’ needs for lifelong learning and what policy changes should be implemented by the government. We aimed to generally understand what single moms have experienced in their lives and in lifelong learning through their learning histories.
The questions were made to deepen our understanding of single moms’ lives, learning experiences, and motivation to participate in lifelong learning activities in order to encourage them to participate in lifelong learning programs. Based on this research we aim to realize the political importance for single moms to participate in lifelong learning.

The results of the study are as follows;
First, single moms are faced with difficulties such as social prejudices, economic hardships, domestic labor, child care and so on. The greatest difficulties were child care and economic hardship. Especially, the first year or two after being a single mom is very important time for single moms. At this time, government support is required.
Second, in terms of single moms' lifelong learning activities, the more positive and diverse single moms’ educational experiences had been, the higher their expectations and satisfaction with learning are. Lifelong learning for single moms involves vocational competency and promotion training. Vocational competency education or vocational training education is needed to stabilize single moms’ household economies and improve the quality of their lives.
Third, divorce, bereavement, and unwed birth, which are important changes in single mom's lives, affect their motivation for lifelong learning. Hurdles that keep single moms from participating in lifelong learning are lack of time and economic problems. vocational and technical education is preferred for lifelong learning because it grants certifications and licenses. Personal and psychological problems depended on each single mom's perception gap.
Forth, the cost of private education, which puts a lot of pressure on household economies, was found to be the most important policy change needed for single moms to participate in lifelong learning. Single moms want to give their children high quality education. Also, Single moms want government to work more aggressively towards breaking down these barriers to participating in lifelong learning.
Thus, understanding single moms as women workers who are important human resources in society should be intensified. Systematic lifelong learning programs should be supported to expand opportunities for single moms and to improve their quality of life. Furthermore, child care services and facilities should be increased and expanded to allow single moms to participate in lifelong learning. For this, public child care centers and government support for private child care centers should be expanded.
