都市計劃案의 目標에 對한 分析 硏究 = (A) study of analysis concerning about urban planning goals

국문 초록 (Abstract)

도시계획안의 목표(goal)는 도시 전반에 걸친 여러가지 사항을 종합하여 목표년도의 최종상태를 가장 이상적이고 합리적으로 표현하고 있다. 이 목표는 확정되어 계획의 서론부분에 표기된다. 그러므로 우리 나라의 도시계획 자문지침서에서도 기본 계획의 중요성은 서술부분에 주어져야한다고 규정하고 있다.
본 논문에서는 이론적 배경으로 체계적 접근 방법(system approach)이 생겨날때 까지의 계획과정의 변천을 알아보고 우리 나라 36개 시군의 도시 계획안을 수집하여 내용을 살려본 후 목표(goal)에 관한 부분을 종합 분석하여 우리나라 도시 계획의 목표가 어떠한 사항들로 구성되어 있고 어떠한 공통사항을 가지고 있으며 외국(영국)의 경우와 비교해서 어떠한 점들이 부족한가를 조사하고 실용적이고 현실적인 계획이 되기 위해서는 목표 설정 방법에 있어서 어떠한 사항을 고려하고 중요시해야 할것인가를 알아보고 아울러 자료를 조사 분석하여 계획으로 확정 짓는 과정에서 계획가의 역할이란 무엇이며 계획에 미치는 영향이 어떠한가를 추정하고 앞으로의 계획 방향도 예측해 보고자 한 것이다.
연구 결과를 요약하면 아래와 같다.
1. 목표와 목적의 개념을 분명히 구별하여 용어 사용상의 혼란을 방지한다.
2. 우리 나라 도시계획의 목표는 다음의 사항을 가장 중요시 취급하고 있다.
① 쾌적한 생활환경의 조성
② 도시 기능의 합리적 정비
③ 토지의 효율적 이용
④ 우량 농경지 보존
3. 도시의 특성에 맞는 독자적인 사항과 도시민의 실생활에 관한 사항이 부족하다.
4. 우리 나라의 도시계획은 목표를 결정할 때 주민의 의견청취, 목표간의 상충문제, 계획안의 신축성 등을 고려한 흔적을 발견할 수 없다. 앞으로는 계획안을 작성할 때 생각할 수 있는 모든 사항을 고려해서 실행 가능하고 보다 확실성 있는 계획이 되도록 해야한다.
5. 계획 작성 형태가 복잡해 질수록 계획가의 비중은 커진다.
6. 도시 계획의 발전 과정에서 볼때 우리 나라의 도시계획도 물리적 측면보다는 도시내의 주민생활을 위주로한 종합적 측면으로 전환되리라고 전망할 수 있다.

다국어 초록 (Multilingual Abstract)

It is the goals of urban planning that synthesize various parts through city and indicate ideally and rationally the end - state of objected year, These decided goals ought to be expressed in the part of beginniig, Thus, urban basic plan advisory guideposts contains the articles that the importance of basic plan should be located in the beginning.
In this paper, investigating the change of planning processes until the system approach was created in the backgroand of a theory and scrutinizing the contents of 36 urban planning selected among our nation's synthesizing and analyzing the part of goals. And then examine what items are formed into goals, what common items they have, for to be done practical and actual plan what items are considered and weighed Besides in the course of deciding the plan after examining and analyzing the data we can estimate what is the duty of plannerand the influence affecting the plan, forecast the direction ofplanning foreward.
Summarized consequences are like as below,
1. To prevent the confusion in the use of terms bydistinguishing the concepts of goals and objeitives precisely,
2. These are the important items in our nation's planninge
① making of amenable environment
② rational adjustment of urban functions
③ the effective use of land
④ preservation of good farmland
3. The agreeable items of urban personality and of real lifeare difficient
4. We can not find the trace of considering the public opinion, the problems of conflicts between goals and theflexibility ofplanning project.
From now, when making planning projects, we have to consider all items as far as we can guess and to be become the practical and complete plan
5. The more complicated the model of plan-making is, the more important the position of expert planner become
6. Judging the development process of urban planning our nation's urban plans can be prospeced to be converted from exterior physical side to the comprehensive side emphasizing the life of people within the city.
