As a over a half century of a nation divided, the need for reunification is increasingly blurred and purposes of Unification Education is having too much confusion. Therefore, It is urgent to propose new direction of Unification Education, to discuss concrete ideas on how to deal with unification education.
This study presents method of education unification through enhancing Democratic Citizenship and desirable frame of before and after Korea's reunification in the direction of the Unification Education.
Unification Education should have the ability to understand and to judge reasonably with North Korea. Also it should have ability to recognize the difference of the two Koreas and to be solved with consensus. Thus, Enhancing democratic citizenship is very important in the Unification Education.
Problem solving, communication, social responsibility are an important element of Unification Education for the cultivation of democratic citizenship.
First, problem-solving is the ability of the individual. It is the ability to solve themselves problems that are caused by reunification.
Second, communication is the ability of belonging to social individuals. It is the ability to adjust the problems by reunification and to keep social order.
Third, social responsibility is the ability of personal responsibility as a member of society. It is the duty of liberal democracies to respect for individual rights and liberties. The method of Unification Education to enhance social responsibility are to do volunteer activities, to participate in the election directly or indirectly, to be involved a unified tax, keeping public order, forgiveness and compassion for the disadvantaged in society.
Unification Education for enhancing Democratic Citizenship need to be divided with before and after Korea's reunification. Thus, method of Unification Education divided into before and after reunification in this study as backgrounds of political, economic, social, and cultural are different. The current Unification Education are composed of ethnic communities, security, civic education, unified commitment, understanding of North Korea.
Before reunification, However, civic education area should expand gradually than the current in the Unification Education. Civic education should be strengthened in the Unification Education to enhance problem-solving to resolve the problem of social conflicts and disputes democratically, communication to agree one another in accordance with democratic procedures, social responsibility to recognize North korea people as the members of reunification. Also, the value of ethnic communities to be based on Nationalism should be strengthened in the Unification Education for the justification of reunification.
After reunification, civic education should expand and be strengthened more over than before reunification in the contents and methods of Unification Education in terms of democratic civic competence. North Koreans should be taught, understanded and practiced the democracy and South Koreans should be more mature for cultivating democratic citizens. North and South Korean should be respected equally in the system and ideology, people, culture and life, without a comparison. Political participation and economic sacrifices should be emphasized as a social responsibility. After reunification, the significance of ethnic communities will disappear and national security will also lose valuable a lot more than before reunification. The concept of reunification community based on the open nationalism should be strengthened rather than ethnic communities in the Unification Education. Reunification community means community to expand beyond Asia to the world. As a result, Reunified Korea should be open with around nation in the mutual respect and coexistence after reunification.
