Abstract

Seven years have passed since the composition of local social welfare association. However, it has a problem that there is no activation of local governance. Together with it, the concept of outcome of local social welfare council is ambiguous and the study on the outcome in previous studies focused on the composition purpose of the council. The reason of lack of activation of local social welfare council is because of the ambiguous purpose to pursue. Accordingly, this study separated the outcomes by the purpose of local social welfare council into external outcome and internal outcome. External outcome focus on the composition purpose as the outcome of local social welfare council, while internal outcome focuses on the purpose of local governance as the outcome of the council. This study measured the composition of local governance concept, which is the outcome of council rather than widely discussed external outcomes in previous studies.
This study method is to verify the validity of composition concept of local governance of local social welfare council which has 4-stage process. In the 1st stage, it examined the literature survey on local social welfare council and local governance to sort out the composition concept of local governance. In the 2nd stage, it verified the validity of the questions that can be measured empirically of local governance composition concept. The verification of contents validity was taken twice. Firstly, it took the 1st verification of contents validity to civil full time staffs in southern area of local social welfare council. In the 2nd stage, it examined two specialists (professor) of the council. In the 3rd stage, it took a questionnaire survey on the concept of local governance to 250 members of local social welfare council in Busan, Ulsan and Gyeongnam. In the 4th stage, it carried out explorative factorial analysis and confirmative factorial analysis on the collected questionnaire sheets to select questions of local governance measurement of local social welfare council. As a result of validity verification, the composition concept of local governance of local social welfare council consisted of 25 questions including 4 in reliability, 4 in norm, 5 in network, 5 in mutual independency, 7 in democratic characters with 5 sub-criteria. There was no great difference of local governance composition concept of local social welfare council that with the general administration area.
This study stress that the boost of local social welfare council must not remain in declaratory argument, but sort out the direction of the council. While previous studies focused on abstract and invisible external outcomes, it needs to focus on local governance purpose of local social welfare council to weight its outcome itself. Based on this result, this study suggests that it is important to give focus on local governance outcome in reflecting the policy on the local social welfare council outcome.
