The purpose of this study lies in closely examining operation of elementary school orchestras supported by the Administration and suggesting measures to improve the quality of such student orchestras and vitalize them.
The study was conducted through surveys and interviews, and the literature reviews were conducted to study significance of orchestra and instrumental music education. The implications were drawn out by researching ‘El Sistema’ system of Venezuela. The survey, constructed grounded by musical theories, was conducted in order to analyze respondents’ awareness of instructors’ education experience, education environment, difficulties in operation, possible improvements to be made and supporting consultative groups.
The survey was conducted on orchestra instructors in 25 elementary schools among the 36 elementary schools supported by the Administration. The result shows that orchestra activities have great educational influence and are passionately being implemented by schools and instructors, yet are experiencing many difficulties in operation as well. The present study suggests measures to improve such difficulties as followings:
First, continuous financial aids from the Ministry of Education, Science and Technology must be acquired. Orchestras need to receive financial supports for at least 2 to 3 years until they can be financially independent. Otherwise such initiatives will be limited to just one-time attempt.
Second, arranged scores for orchestra need to be provided. The business initiators in the Administration have to provide various arranged scores that are applicable and build a system to enable the instructors to freely exchange such information.
Third, operational human resources should be added for elementary school orchestras. Currently the instructors are fully responsible for general operation of the orchestras. Although the instructors find the job rewarding, yet they are pressured by overloaded work stress. An institutional strategy to reduce the burden of instructors need to be provided.
Fourth, an incentive system for instructors should be provided by the Administration. The Administration should establish policies that ensure to reward an instructor’s professionalism and research achievements. School also need to provide work convenience and proper incentives for instructors.
Fifth, improvements need to be made in the process of selecting supported schools and appointment of instructors. In selection of schools, the Administration should consider whether school is capable of appointing musically and educationally capable instructors. And when appointing instructors, schools need to consider possible difficulties in future operation due to instructors’ transfer assignment.
Sixth, a supporting consultative body for the orchestras need to be established. Instructors are especially feeling the need of such supports, of which the roles are defined to be making and distribution of arranged scores and providing regular instructor education. Orchestras may be able to achieve financial independence earlier than expected with such supports from the Administration of financial aids and resources and practical help from a supporting consultative body.
This study suggests measures to reduce difficulties and errors that the orchestras are currently facing and to make operation more efficiently. This study is expected to eventually contribute to foster students in culturally neglected areas through participation in orchestra and even further to positive change and development of our society.
