환경규제의 경제적 영향에 관한 실증연구

국문 초록 (Abstract)

본 연구는 환경규제의 경제적 영향을 실증적으로 분석하고 그 분석결과가 지니는 시사점을 도출하는 것을 목적으로 한다.
이를 위해 환경규제에 대한 전반적인 내용을 정리하고 환경규제의 경제적 영향에 관한 실증연구를 수행, 제시하였다.
첫 번째 실증연구는 1988년~2009년간의 OECD국가패널을 구축한 후 이를 바탕으로 OECD국가들의 환경규제가 평균적으로 오염집약적 재화 수입에 유의한 영향을 주었는지를 실증적으로 분석하였다. 주된 분석결과는 환경규제가 자국산업의 경쟁력을 하락시켜 오염집약적 재화 수입을 늘린다는 오염피난처가설이 유효하지 않으며 오히려 환경규제가 오염집약적 재화 수입을 의미있게 줄인다는 비오염피난처가설을 지지하는 것으로 나타났다.
두 번째 실증연구는 EU ETS 시범단계인 1단계(2005년~2007년)를 대상기간으로 하여 EU ETS참여국이 비참여국에 비해 유의한 탄소감축효과를 달성하는지를 DID기법을 이용한 모형설정을 통해 실증적으로 분석하였다. 분석결과 적어도 1단계에서는 EU ETS 참여국이 비참여국에 비해 유의한 탄소감축효과를 보이지 않는 것으로 나타났다.
첫 번째 실증연구의 결과는 환경규제로 인해 반드시 자국의 무역패턴에 불리한 결과가 나타나는 것은 아님을 시사한다. 물론 이러한 결과가 자국의 환경규제를 더욱 더 강화해야 한다는 절대적 근거가 될 수는 없다. 다만 적절한 환경규제에 의해 장기적인 관점에서 기업의 효율성 제고와 경쟁력 강화가 일어날 가능성이 있으므로 해당국가 규제당국은 자국기업이 규제에 어느 정도 적응하면서 경쟁력을 보존할 수 있도록 정책적 배려를 해야 할 것이다.
두 번째 실증연구의 결과는 제도의 도입이 바로 탄소배출량 감축으로 이어지는 것은 아님을 시사한다. 특히 EU의 경우 ETS 도입으로 유의한 감축효과가 나타날 것으로 기대했지만 1단계에서 너무 관대한 할당 때문에 문제가 발생했으므로 향후 국내에서 배출권거래제를 도입할 때 이러한 부분에 관심을 기울여야 할 것이다. 특히 배출권 할당시 배출권 할당의 형평성, 경제성장의 불확실성, 경제상황, 국제협약과의 보조, 과거 배출량의 감축을 위한 선제적 노력, 배출권거래 신규 참여주체에 대한 보호조치 등이 면밀히 고려되어야 할 것이다.
환경규제의 실시로 어느 정도의 효과나 영향이 발생할지 파악하는 것은 어려운 작업이다. 그러나 환경규제의 유형과 종류는 그 범위가 매우 다양하고 광범위할 뿐만 아니라 분석에 적절한 데이터를 획득할 수 없는 등 다양한 문제들이 존재하기 때문에 경제적 효과나 영향에 관한 엄밀한 분석에는 다소간의 제약이 존재한다. 이러한 한계에도 불구하고 정책담당자들의 환경정책수립 및 규제방안 마련을 뒷받침하기 위한 다양한 이론적, 실증적 연구가 지속적으로 이루어져야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study aims at empirically analyzing economic impacts of environmental regulations, drawing implications based on these empirical results.
To achieve goals, this study runs two empirical analyses. These two empirical essays are as follows.
First essay is to empirically analyze impacts of environmental regulations on imports of pollution-intensive products using panel data of OECD countries for 1988-2009. According to the pollution haven hypotheses differences in environmental regulation affect trade flows and plant location. Specifically, environmental stringency should decrease exports and increase imports of “dirty” goods. But, empirical results of this study do not support pollution haven hypothesis. Environmental stringency did not increase imports of dirty goods but decrease.
Second essay is to empirically analyze impacts of the Phase Ⅰ of the EU ETS on CO2 emissions using DID(Difference-in-Differences) method. Theoretically, EU ETS participants are expected to achieve significant reductions in CO2 emissions relative to non-participants. But empirical results of this study do not support theoretical expectation. In the Phase Ⅰ of the EU ETS, there was no evidence that EU ETS participants have achieved significant reductions in CO2 emissions relative to non-participants.
The results of these two essays have important implications.
First essays implies that appropriate environmental regulations not only help domestic firms preserve competitiveness but also promote innovative activities. So, comprehensive policy considerations by regulatory authorities are needed.
Second essays shows that in the Phase Ⅰ of the EU ETS, participants have not achieved significant reductions in CO2 emissions relative to non-participants. But, this result has more important implication. Especially, EU ETS illustrates the pitfalls of both over allocating allowances and giving away too many allowances for free in a carbon cap and trade system. So, regulatory authorities need to pay more attention to allowance allocation.
