This article aims to revisit the possibilities of regulatory reform in terms of sustainable development and market oriented mechanisms in environmental policy area. For the past 30 years, traditional government leaded regulation has been a major instrument to attain a desirable environmental quality. In this paper, new ideas based on liberal market system is suggested and shows a direction for renovating a key tone in environmental policy.
