북한이탈주민 지원정책의 개선방안 연구

국문 초록 (Abstract)

북한이탈주민은 2010년 12월 기점으로 국내 입국이 2만명을 돌파하였다. 그동안 정부는 소수 입국과 신변보호 등의 이유로 조용한 가운데 정부 중심으로 정착지원 활동을 전개 해 왔으나, 오늘날은 국내 정착 인원이 늘어나면서 취업 등 경제난이 심각해지고, 사회 부적응으로 인한 각종 범죄가 증가하면서 이들의 인권과 복지는 물론 생활 전반에 걸친 안정적인 정착이 우리의 통일 역량을 평가하는 중요한 요소로 등장하고 있다.
본 논문은 이들이 국내 정착하면서 사회적 편견과 무관심 등으로 적응에 어려움을 겪고 있는 가운데 그간 정부와 민간단체를 통한 각종 지원 정책을 평가하고, 최근 3년간의 남한사회 정착 실태조사 연구결과를 분석하여 경제, 사회, 문화적인 측면에서의 적응실태와 문제점을 도출, 안정적인 정착 방안을 연구하는 것이 목적이다.
본 연구를 통해 도출한 연구 결과는 다음과 같다.
첫째는 초기 정착지원 시설인 하나원의 교육기관(12주)을 대폭 늘려 개개인의 적성과 소질을 바탕으로 한 직업 교육을 강화하고, 특히 교육 프로그램을 성별, 학력, 직업 등으로 세분화 하여 실생활에 실질적인 도움이 되는 맞춤형 교육을 실시해야 한다.
둘째는 경제활동 참가율과 고용률이 일반 국민에 비해 80%에 불과하고 취업분야도 일용직이나 단순 노무직 등이 절반 이상을 차지하고 있으며, 월 소득도 100만원 이하가 가장 많은 등 경제적 어려움이 심각한 것으로 분석되었다. 이를 해소하기 위해 핸드폰 문자메시지를 통한 일자리 정보 제공과 공공기관 채용 할당제 등 취업 기회를 확대하고, 장기 근무를 위해 취업 장려금과 고용지원금액을 늘려야 한다.
셋째는 북한이탈주민에 대한 체계적이고 종합적인 정착 지원을 위해 ‘북한이탈주민지역협의회’를 내실화하고, 업무 주무부처를 통일부에서 총리실로 옮겨 정책의 집행력과 실효성을 높여야 한다.
넷째는 이들의 문화적 심리적 불안정을 해소하기 위해 정착도우미, 전문상담사, 지역협력단체 등과 자매결연과 소모임을 활성화하고, 공익광고․드라마․영화 등 대중매체를 통한 적극적인 홍보 활동으로 대국민 이미지 개선이 시급하다.
마지막으로 북한이탈주민과 밀접한 유대관계를 유지하고 있는 신변보호 경찰관의 인원을 대폭 늘리고, 업무를 전문화하여 사기를 높이는 방안이 모색되어야 한다.

Abstract

A Study on the Support Policy of North Korean Defectors

The number of North Korean defectors has exceeded 20,000 since December 2010. Meanwhile, settlement supports have been progressed by the government in a silent way because of minor entry and protection of defectors. But as the number of Defector has been rising with worsening of economic difficulties like getting a job and increasing of crimes due to social maladjustment, human right and welfare of defectors as well as stable adjustment of overall life are critical factor which evaluate our unification capability.

Defectors face social bias and indifference as they try to adjust to their new environment. Support policies of the government and NGOs, as well as the latest research regarding South Korean settlement over the last three years, has been evaluated. The research addressed economic, social, and cultural problems faced by defectors. In order to help provide defectors with a more stable transition, the following suggestions are provided:

1) Strengthen and lengthen the current job training at Hanawon (12 weeks) on the base of aptitude and talent of each individual. In particular, a customized program which teaches day-to-day life skills needs to be developed. And education programs need to be tailored to the gender, education, and job background of each individual.

2) The financial hardships faced by defectors found out serious. The employment rate of defectors is 80% of that of rest of society. More than half of defectors employed are simple laborers and most of defectors are receiving less than 1 million won a month. In order to resolve these problems, widen the job opportunity with job information through text messages of cellular phones, recruitment quota system in public organizations and increase job-finding grant and employment support fund for longtime work.

3) Advancement of "North Korean Defector Regional Cooperation" would support a comprehensive and organized settlement of North Korean defectors. Transferring the Ministry of Unification to the Prime Minister's Office would increase the execution and effectiveness of defector policies.

4) Lastly, in order to improve the morale of police officers who have close relations with defectors, increase the number of officers in charge of protecting defectors, and seek to specialize officers' duties.
