The development of Information Communication ensures our youngsters of a bright future. However, too much and often inappropriate information can be overwhelming and confusing. It is also often difficult to discriminate between good and bad information.
We need to be pro-active to protect our youth from the distribution of obscenities, viruses, cyber bullying and violence, forged information, hacking, invasion of privacy, violation of copyright, immorality, impersonalization and over-usage of the internet.
Therefore, it is important to set sound boundaries for using the internet to prevent our youngsters from internet addiction, violence and pornography. In that way, we can lead them to take full advantage of meaningful information in their daily lives. Moreover, we need to make an effort to help our youth recognize the value of ethical Information Communication so that we can ultimately reduce the side effects caused by rapid social change.
The aim of this research is to suggest desirable ways of using the internet by searching for methods of raising awareness for ethical Information Communication. We did a survey by questioning middle school students about Internet Communication and internet usage, and then analyzed the results.
Here follows a summary of our findings:
Teenagers spend most of their time surfing the internet, without having received any instruction on ethical Information Communication. Yet, they do understand the necessity for it. They understand that it is not right to harm others’ computers with virus programs or to use others’identification or secret numbers illegally. They have also never been victims of sexual exploitation in cyber space. Therefore they cannot know how to deal with the negative aspectsof being part of a cyber information society.
Suggestions to solve these problems:
First, it is necessary to build a Social Communication Ethics, which should be based on the most fundamental standards, for creating a good information culture. We should instruct our teenagers consistently and repeatedly about the rules and ethics of cyber space and help them to implement it. It should be introduced step-by-step and it should be integrated with students’regular courses from the lower grades to the higher grades. Only if we regularly check the status quo of Information Communication Ethics Education, plan accordingly and put it in practice, will we see an effective change in reality.
Second, we need the media not only to share and distribute but also to develop various ways to improve Information Communication Ethics Education. While some professional institutions may prepare the information, students don’t always have access to it. Teens understand that they need to learn about Information CommunicationEthics, therefore regular and systematic dissemination of this kind of information is urgently needed. Governments and social institutes should try to develop educational resources and distribute teaching materials on this topic. This education should not be done as a once-off event but consistently and intentionally.
Third, we need the instruments and strict national policies for advancing the education of Information Communication Ethics. If we view computer crime as a joke and computer crime investigators who are ignorant, are seen as just dumb, computer crimes will increase and become more difficult to deal with. Therefore, we should implement instruments and national policies to respond to computer crime in a rapidly changing information society so that we can experience real change.
Fourth, Information Communication Ethics Education should involve both students and their parents for better effect. The continued interest and guidance of parents at home will help protect their children against negative influences timeously. Parents should be given more opportunities to improve their basic knowledge about computers. They need to understand what their children do on the internet and take action when necessary. They should have rules in place about using computers and furthermore, they should play an active mediatory role between their children and the computer.
Finally, the internet accounts for a large portion of the youth culture of today. It is not a good idea to totally forbid students from using the computer. We should allow teenagers to fix a time every day and encourage them to use the time meaningfully. Being on the internet for prolonged periods of time can cause serious problems. We should guide teenagers to use the internet only after completing their other work and to be perceptive about sites they visit, what they actually do on the internet and how much time they spend on the internet. They should receive instruction about illegal software, copyright, privacy and internet terminology. Most importantly, parents should help their children learn how to control their attraction to cyberspace, to understand the need for Information Communication Ethics Education, and to participate actively in the process of establishin an ethical environment for Information Communication.
