As various problems have been brought up regarding implementation of long-term care insurance policies such as excessive supply of small-scale visit care facilities, frequent turnovers of workers, imbalance of infrastructure, and adverse effects due to services that are centered around the suppliers, studies to resolve these problems are no doubt in need.
This study is based on such problems and necessity of studies regarding the problems and mainly focuses on grasping the standards for turnover intentions of the workers and analyzing the influence factors for the purpose of providing social welfare basic data for effective operation and management of long-term care institutions for elderly people, improvement of working conditions for the workers, and better services for the users of long-term care institutions for elderly people and their families.
The subjects of the study were mainly random and stratified sample of current workers in long-term care institutions for elderly people either by sanction service and facility grants in Siheung City. Surveys were conducted through actual visitation, and correlation analysis to check the correlation between major variables and regression analysis to check the relative impacts of each variables were run using SPSS Win12.
The summary of analysis and results this study are as follows.
Firstly, workers in long-term care institutions for elderly people were found to have turnover inventions to voluntarily quit their position at the institution they currently work.
Secondly, for working and institutional characteristics, the characteristics factors of workers in long-term care institutions for elderly people, turnover intentions according to institutional characteristics were shown to have significant results depending on the operational body, types of institutions and number of working hours.
Thirdly, among the job characteristics, task characteristics and organization characteristics were found to be positive for turnover intentions of the workers in long-term care institutions for elderly people, while wage factors were negative. Job characteristic factors had the highest positive correlation, and among these, task characteristic factors had the highest correlation, followed by organization characteristics and wage characteristics. Generally, the overall job characteristics factors of workers in the long-term care institutions for elderly people were found to be positive.
Fourth, sub-factors of external environmental characteristics, operational, financial, delivery system characteristics, were found to be rather negative in the turnover intentions of long-term care institutions for elderly people. In the operational, financial, and delivery system characteristics, positive correlation can be observed in delivery system factors while operational characteristic factors show negative correlation. Considering external environmental characteristics as one of the factors in problems of long-term care insurance policies for the elderly in turnover intentions is to look for the correlation of worker's turnover intentions and the flaws in the policy.
The author has summarized and discussed the results of the analysis of standards of turnover intentions and impact factors for workers in long-term care institutions for elderly people. Based on these discussions, the author makes the following social welfare suggestions for effective operation and management of long-term care institutions for elderly people
Firstly, inspiration of confidence on the occupation, consistent education to secure professional nature of the job, and improvements in the social acknowledgment must be accompanied to decrease the turnover intention of workers in the long-term care institutions for elderly people
Secondly, legal administrative guidance for compliance with 8 working hours Guidelines for the improvement of working conditions for the workers is required, as it was shown that the turnover intentions were high due to excessive load of work.
Thirdly, wages, among the job characteristics factors of the workers, an be considered a measurement of motivation and confidence in the worker's tasks. New directions for a concrete welfare policies to bring realistic increase of the long-term care insurance fees for elderly people, betterment of labor conditions for the workers, and elevation of status shall be established.
Fourth, strict standards and enforcement regarding establishment of institutions, strengthening of indexes for institution evaluations for "consumer centered" services, placement of care managers for the efficiency of service management at administrative systems (National Health Insurance Corporations) standardization of services based on government control, establishment of long-term care institutions for elderly people management support centers to assure quality through various and specialized services, along with other things shall take place to prevent excessive competition springing from overflow of institutions, one of the problems in long-term care insurance policy for elderly people.
Lastly, this study shall be taken cautiously in interpreting and generalizing the results of the research as the sampling of the subjects were limited to certain parts of Siheung City. In addition, in studying the turnover intentions, only working characteristics, institutional characteristics and external environmental characteristics were set as independent variables. However, turnover intentions can be influenced by many other factors other than the factors aforementioned, so more comprehensive approach is needed, as well as in future studies of turnover intentions of workers in long-term care institutions for elderly people.
