사회자본이 사회적 가치에 미치는 영향에 관한 연구 : 세계가치관조사(World Values Survey)자료를 중심으로 = (A) study on the impact of social capital on social values : using World Values Survey data

국문 초록 (Abstract)

본 논문은 사회자본의 적용과 필요성, 그리고 효과에 관한 연구이다. 사회자본이 가져올 수 있는 경제적 사회적 효과들 중 호혜성에 기인한 공동의 가치생성에 역점을 두고 있다.
지금 한국사회의 급격한 변화와 발전은 전통마을 공동체가 소유했던 전근대적 사회자본은 고갈되어간 반면에 도시사회에서 주민들 사이에 공동체는 구성되지 않고 있다. 우리사회가 도시사회로 이전되었지만 여전히 학연, 지연, 혈연을 중심으로 한 집단적 배타심은 물론 사회전반적인 불신감으로 이어지고 있어, 도시사회의 공동체 구성을 위해서는 새로운 양식의 교제생활과 이에 기초한 주민들 사이의 네트워크의 출연을 필요로 한다.
때문에 사회구성원의 교제생활양식(pattern of associational life)인 참여수준과 형태(civic engagement)를 파악하고 이것이 주민들 사이의 정서적 교감(interpersonal feeling)과 어떻게 연결되어 있는지를 분석하는 것이 필요하다. 정서적교감은 대인신뢰(interpersonal trust), 규범(norm)의식, 상호호혜주의(reciprocity)적 가치 등을 통해 평가될 수 있다.
이러한 연구를 통해 사회공동체 생활에서의 행복과 사회구성원 간 조화를 이룰 수 있는 사회자본과 사회적 가치의 관계와 영향을 분석해 봄으로써 양질의 공동체 구축과 사회통합이나 문제해결을 위한 정보를 찾아내고자 한다.
따라서 본 연구에서는 선행연구들에 의한 사회구성원간의 참여와 상호교류를 통해서 대인신뢰와 사회규범이 쌓이고, 그 사이에서 구성원사이의 좋은 감정 사회적인 가치가 생성한다는 이론을 실제 자료를 통해 검증해 보고자 한다.
본 논문의 구체적인 연구목적은 첫째, 이론연구를 바탕으로 사회자본과 가치의 개념정의와 그 구성요소를 파악한다. 둘째, 사회자본 구성요소간의 상관관계, 사회자본과 가치와의 상관관계를 규명하고, 개인의 사회경제적 변수와의 관련성을 분석한다. 셋째, 사회자본 구성요소와 가치의 변수를 설정하고 이를 측정한다. 넷째, 사회자본 구성요소인 단체참여, 대인신뢰, 사회규범과 사회적 가치와의 구조방정식모형 분석을 통하여 인과관계와 직․간접적인 영향요인을 파악한다. 마지막으로 사회자본을 매개로 한 사회적 가치 창출이라는 정신적 인프라 구축의 방향성을 제시하고 공동체의식 함양을 위한 정보를 제공하기 위해 지역사회 활용방안을 제안하고자 한다.
연구의 범위는 다음과 같다. 첫째 이론적 범위는 사회자본과 사회적 가치를 측정하기 위하여 그 구성요소를 파악하고 지표를 구성하고 개념을 정의하였다. 둘째, 분석의 범위는 우리나라 지역과 개인, 그리고 개인의 사회경제적 특성(성, 연령, 학력, 주관적 계층의식, 소득수준)을 사용한다. 셋째, 분석의 자료는 세계가치조사(WVS: World Value Survey)데이터 Wave 5(2005~2008)를 사용한다. 넷째, 분석 방법은 SPSS를 활용하여 사회 단체참여 유형(공식단체참여, 비공식단체참여), 대인신뢰, 사회규범, 가치(개인성취적 가치, 사회적 가치)체계의 일반적 특성과 개인의 사회경제적 요인에 따른 집단의 차이를 비교해 보고, 연구변수의 신뢰성과 타당성을 검증한다. AMOS를 사용하여 각 구성개념의 확인적 요인분석을 통해 구조방정식모형을 성립하고 잠재변인 간 영향의 정도를 분석한다.
논문의 구성은 총 5장으로 이루어진다. 제1장은 서론으로 문제의 제기와 연구의 범위 및 방법, 제2장은 이론적 논의로 사회자본과 가치에 대한 선행연구 동향과 쟁점을 정리한다. 제3장은 조사설계 및 연구모형, 제4장은 사회자본과 사회적 가치의 영향분석 및 함의로서 구조방정식모형 분석을 통해서 가설을 검증하고, 연구결과를 도출한다. 이러한 연구결과를 바탕으로 연구의 함의와 지역사회 활용방안 측면에서 논의해 본다. 마지막 5장은 결론 및 향후 연구과제를 정리한다.
연구의 분석 결과와 시사점을 제시하면 다음과 같다.
첫째, 비공식단체참여가 사회적 가치에 적접적인 영향을 미치며, 공식단체참여는 사회자본 구성요소인 대인신뢰에 긍정적 영향을 미치고, 대인신뢰는 사회적 가치에 유의미한 영향을 미친다. 이는 사회구성원의 지속적인 단체참여를 통한 상호관계 형성과 대인신뢰의 형성이 중요한 역할을 한다는 점이다. 사회구성원의 참여는 지역사회자본형성에 영향을 미치며, 자생력이 부족한 지역사회에 활력적인 에너지를 불어 넣어주는 역할을 한다.
둘째, 공식단체참여와 사회적 규범의식은 개인성취적 가치에 부정적인 영향을 미친다는 연구결과를 보여주고 있다. 이를 통해 개인성취적 가치로의 부정적인 영향을 확대하여 사회적 가치를 유발할 수 있는 방안의 모색이 필요하다는 점이다. 비공식단체참여의 개인성취적 가치의 긍정적 영향은 개인적인 목적이나 이익을 위한 참여활동을 자제하기 보다는 비공식단체참여 활동자들의 참여방향이나 의식을 공익화를 위한 활동으로 유도하거나 그들의 사회규범의식에 대한 고취노력이 필요하다는 점이다. 비공식단체도 지역사회조직의 하나로서 조직적 차원에서 구성원 개개인의 이익을 대변하고 구성원의 책임을 필요로 하는 공식적 사회단체로 변화할 수 있는 조직적 접근과 참여의 장으로 지역사회운동을 통한 긍정적 사회자본형성으로 유도하여야 한다.
비공식단체인 각종 문화센터나 주민자치센터 프로그램 개설시 정책적 차원에서나 자치단체의 노력으로 각종 시민․리더십 교육 프로그램 등을 개설하여 이웃이 경쟁과 이용대상이 아니라 서로 협력을 나눌 수 있는 대상이라는 가치관과 공동체의식을 공유할 수 있는 지속적인 시민교육이 필요하다.
셋째, 개인의 사회경제적 요인에 따른 통제효과에서 사회적 가치는 연령이 높고, 학력이 낮은 집단에서 높게 형성되고, 개인성취적 가치는 남성이 여성보다 높고, 연령이 낮은 집단에서, 그리고 학력수준이 높으며, 주관적 계층의식과 소득수준이 높은 집단에서 높게 나타났다. 이는 지역사회 적용관점에서 보아 전통적 요소를 가진 근린사회를 바탕으로 한 지역사회공동체를 중심으로 사회자본의 구축이 필요함을 의미한다. 동시에 개인성취적 가치관이 우리나라 고유전통의 가치관과 사회자본을 훼손할 수 있는 우려도 크지만 우리사회의 젊은 계층의 사회교육을 통한 봉사나 재능기부에 대한 의식변화와 고학력, 고소득, 상위계층의 사회지도층이 선도적으로 노블레스 오블리주(Noblesse Oblige)를 실천할 때 개인성취적 가치의 변화가 사회적 가치의 형성으로 이어질 수 있는 노력의 여지는 남아있다.
이를 종합하여 사회적 가치를 형성하기 위한 구체적인 방안으로 사회자본형성에 적합한 근린지역사회를 바탕으로 한 지역사회구성원의 참여가 주체가 된 지역사회자본의 확충과 또한 지역사회의 공동문제해결과 공익의 추구라는 관점에서 지역사회 거버넌스로서의 역할이 요구된다고 할 수 있다. 이러한 두 가지 관점을 실현할 수 있는 실천방안으로 지역사회운동과 시민교육을 제시할 수 있을 것이다. 그 중심에는 근면, 자조, 협동, 봉사, 참여가 기본이 되고 있는 새마을운동에 대한 재조명과 실천, 그리고 시민교육을 통한 사회자본의 확충과 사회적 가치 형성을 위한 수단으로 활용할 수 있을 것으로 생각된다.
분석과정에서 연구의 한계점도 발견할 수 있었다. 첫째, 몇 가지 유형화된 사회자본만으로는 사회적 가치 형성에 미치는 영향을 일반화하기에는 한계가 있다는 것이다. 둘째, 연구결과의 활용방안에 있어서 확대해석이라는 논란의 여지가 있다.
이러한 연구의 한계를 보완하기 위해 향후 연구과제로 사회단체 참여가 미치는 영향은 매우 심층적이고, 사회자본과 사회적 가치의 요인도 다양하므로 보다 세밀한 분류체계를 통한 측정지표의 개발이 필요하다고 판단되며, 이러한 지표를 통해 실제 지역사회운동에 적용한 사례분석에 대한 연구가 요구된다. 또한 측정수준에 대한 논리적 검토와 통계적인 검증이 지역의 단위를 다양한 수준에서 측정하고, 지역 간, 국가 간의 비교연구 등을 통해 지역사회발전과의 관계 규명으로 확대되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study examines the impacts of the social capital and its' application and necessity. It is focusing on the social capital how to effect on the social value generating based on the reciprocality among the economic and social impacts of the social capital.
Rapid development of Korean society has been depleting the premodern social capital of the rural community, on the other hand, community spirits of urban society were not formed. Even though our societies have changed into the urban society, collective exclusiveness of the regionalism, school relations and kinship are connected with societal distrust. To build the urban community spirits, it need to set up the network in the new pattern of associational life among the residents. It needs to understand the level and the pattern of participation of society members' associational lifestyles and to analyze how to link them with resident's interpersonal feeling. Interpersonal feeling can be appraised through values of the interpersonal trust, norm and reciprocity.
This study willingness to find out the information for the problem solving and to find the way of formation for the social integration and for an high quality community by analysing the relationships and impacts between the social capital and social value.
This research try to verify the hypothesis of interpersonal trust, social norm accumulation and sound social values in the community through the resident participation and reciprocity.
The specific purposes of this study are same as followings, first, it is to understand the notion of social capital and value(Schwartz's values) and its' contents based on the theoretical study. Second, it is to disclose the causal relationship between contents of social capital and to establish the causal relationship between social capital and social value and SES. Third, it is to measure the contents of social capital and value variables. Fourth, it is to disclose the direct and indirect effects of group participation, interpersonal trust and social norm on the social value using the structural equation model(SEM) of AMOS. Finally, it is to suggest the direction of spiritual infrastructure to create social value as parameter of social capital and to suggest the information for building up the community spirit and for application plan for the community.
The scope of this study is same as the followings. First, in the theoretical range, it is to construct the contents, to find indicators and to define the concept of social capital and value for measuring these variables. Second, in the analysis range, it is used region, individual, SES using data from World Value Survey: WVS, Wave 5(2005~2008). SPSS package used to analyse the characteristics of survey respondents, of pattern of group participant, of personal trust, of social norm and value(personal achievement values, social values)
Fourth, this study compared group differences based on the individual's SES and social capital and value variables. Also this study verified the validity and reliability of the constructed variables. AMOS program makes a possible to draw a structural equation model indicating the impact path between the latent variables.
This thesis consists of five parts, first part, introduction, shows research problems and scope and method. Second part indicate the previous literature review and theoretical background of social capital and value. Third and Fourth part consist of research design, model of SEM, and the hypothesis of impact analysis of social capital and social value. This part included application plans of the research findings to the community. Fifth part, conclusion, suggest the research findings and the future research assignment.
The results of this study are the followings. First, this study discovered that the informal group participants directly effect on social value, formal group participants positively effects on the personal trust of social capital which means significant effect on the social value. These findings inferred that the formation of interpersonal trust through the continuous group participation is important to the community social capital development.
Second, this study found that the formal group participation and social norm negatively effect on the personal achievement value. This results infer that it needs to seek plans for inducing social value by expanding the formal group participation and social norm. It means that it need to change purposes of the informal group participation or change into the public interest from person interest rather than simply reducing the participation of the informal group itself. These results suggest that the community movement try to induce the roles of informal group participants as a formal community group.
It needs to educate about the value and the community spirits at the policy dimension or community level when developing programs of the cultural center or community center even though they are the informal organization.
Third, This research revealed that the older generation and the lower education level group shows the higher the social value, whereas the higher the personal achievement values come up with male, younger, higher education group, and the higher subjective social level and the higher income group. This means that scial capital need to build up centered on the community based on the neighboring society having the traditional elements. Even though the value of personal achievement may be damage to the traditional and social value, it may possible to develop the social value when the young generation can be altered from social enlightenment or community services, also when the higher education and income group practices the noblesse oblige.
Finally, this study suggest that community members from the neighboring society as community governance to solve the collective problems and for the public interests which will induce the social value.
This study suggests the community movement and citizen education is useful tool to fulfil the practice plan. The main idea of SAEMAUL UNDONG, diligence, self-help, cooperation, volunteer, participation, need to be re-illuminated and to be useful as social capital and social value expansion.
It is found the limitations during the research process. First, limited social capital variable couldn't find impacts on the social value and hard to generalize the research findings. Second, there are problems of broad interpretation of research outputs.
This study suggest that the more careful and detailed measurement indicators need to analyse the exact impacts on the social value. The level of measurement need to be verified by the level of regions, and interregional and international level too and reviewed by logically also.
