사회복지전담공무원 직무수행의 전문성 제고 방안 : 중랑구를 중심으로

국문 초록 (Abstract)

사회복지서비스는 휴먼 서비스(human service)로 복지서비스를 제공하는 담당자의 수준이 복지서비스의 수준을 좌우하게 된다. 사회복지서비스는 복지서비스를 필요로 하는 특정한 계층 및 대상의 자활능력 지원을 궁극적인 목표로 하기 때문에 비전문가에 의한 단순한 복지서비스 공급은 대상자의 상태 유지만을 의미한다. 따라서 복지서비스 전문가를 확보하고 이들로 하여금 보다 전문적인 복지서비스를 제공할 수 있도록 하는 것이 중요하다.
이런 이유로 사회복지전담공무원의 전문성에 대한 많은 선행연구들이 이루어졌다. 그러나 사회복지전담공무원의 전문성에 대한 규범적인 논의에 그치는 것이 아니라 사회복지전담공무원들이 전문적인 역할을 수행할 수 있도록 구체적인 담당업무 개선을 위한 방안을 모색하는 연구가 필요하다. 따라서 본 연구에서는 사회복지서비스 전달체계 중 최일선에서 서비스를 제공하는 사회복지전담공무원의 직무를 파악하고자 했으며, 사회복지전담공무원의 직무 실태를 파악하기 위해서는 본 연구자가 근무하고 있는 중랑구로 한정하였다.
사회복지전담공무원이 수행하고 있는 직무의 종류와 양을 고려해 볼 때 사회복지전담공무원이 모든 직무를 전문성을 발휘하여 수행한다는 것은 쉬운 일이 아니다. 그러므로 사회복지전담공무원이 수행하고 있는 직무를 사회복지전담공무원이 담당해야 할 직무와 사회복지전담공무원이 아니라도 수행 가능한 직무로 분리하였다. 이를 통해 사회복지전담공무원으로 하여금 보다 전문성이 많이 요구되는 직무에 집중하도록 하여 직무수행의 전문성 제고 방안을 모색하고자 하였다.

다국어 초록 (Multilingual Abstract)

As social welfare service is human service, the level of social welfare service depends on the level of the person in charge of who provides social service. Because social welfare services aim to support the clients who need social services to live independent, the simple supply of social service by a non-specialist means the maintenance of situation of a client. So it is important to secure specialists and to have them provide professional services.
Many precedent studies about professionalism of public social workers have accomplished. But studies are necessary which seek not normative discussion about the professionalism of public social workers but improvement in performing the specific tasks of public social workers to carry out professional roles.
This study apprehended the tasks of public social workers who provide social services at the front. To understand the tasks of public social workers, the object of this study was focused on Jungnang-gu where this researcher has worked.
It is not easy for a public social worker to perform all tasks with professionalism. So this study separated the tasks which should be accomplished by social workers and the tasks which also could be done by general officials. Through this attempt, public social workers can concentrate on the tasks which require a lot of professionalism and provide more professional services.
