A Study about the Effects of Social Capital
on Social Welfare Governance

The purpose of this study is to understand the effects of social capital on social welfare governance. For this purpose research questions are ; first is to analyze of social welfare governance in Jeju and the second is to analyze of social capital in Jeju. And the third is to understand the effects of social capital on social welfare governance.
The concept of social welfare governance is consist of participation (in public affairs), cooperation(working together) and social welfare network. And the concept of social capital is consist of trust, reciprocity, network and social structure.
The main research results are as following.
First, social structure is effects on social welfare governance. The concepts of social structure is consists of mind about degree of discrimination, mind about inequality of wealth and conflict in community.
Second, trust and social network are main factors in construction of social welfare governance. When people participate in linkage networks, the probability of interact with trust and reciprocity is increased.
Third, voluntary participation and cooperation are effects on social welfare governance.
The results from this study are as following.
First, reasonable communication in community is the premise of construction of social welfare governance and social capital.
Second, making social network is main factors in construction of social welfare governance. Therefore we can say that people linkage networks are very important social welfare governance.
Third, the formation of social welfare governance premise on social capital. And the construction of social welfare governance need social norms.
This study contributes to existing theories about participation (in public affairs), cooperation(working together), social welfare network, trust, reciprocity, network, social structure and provides new ways of understanding and strengthening of social welfare governance and social capital in Jeju. This study will contribute to development for Jeju welfare community by encouraging people in Jeju to cooperate and solidify to solve problem in Jeju and cope collective to the change Jeju welfare community.
