This purpose of study is to identified the related 3 part' cognition about operation of time-extended home-based child care centers. 3 part is president and teacher of center and parent of child. And after grasp their opinions, I will to groping for an answer to the efficient operation of time-extend home-based child care centers.
Subject is 77 time-extend home-based child care centers in Cheongju city including 63 centers at Heungdeog-Gu and 14 centers at Sangdang-Gu. And Questionnaire was distributed 1 to president, 1 to teacher and 5 to parent per a time-extend home-based child care center from Mar. 28 2011 to Apr. 15 2011. Samples of analysis are 77 cases of president, 64 cases of teacher and 214 cases of parent. Data analysed Frequency using by SPSS Win 12.
Based on the summary of this study, and discussion of results as follows;
First, Cheongju city operated home-based child care center from 2005. So, time-extend home-based child care centers activated. The operation reasons of time-extend home-based child care centers are because the child's parent take them lately. And difficults of president are over work of daytime duty and physical and mental fatigue due to additional working time. And they require that recognizing working hours and raise of labor costs of teacher. Labor cost required of about 1.5 million won. Expect to Cheongju city dispatch volunteers and staff.
Second, depend on teacher' cognition, they want to 6 working hours except 1 hour for relaxation and labor cost is suitable 5,000 won per 1 hour. they think that major roles are 'safety guidance and provision of nourishing meal' and dissatisfaction factors are 'late working time' and 'lower salary'. And difficults of teachers are 'late closing time' and 'vehicle operation for the back to home'. Expect to Cheongju local authority are provision of parent education for the reduce of irrational demand to child care center' operation.
Third, depend on parent' cognition, The using reason of time-extend home-based child care centers are 'the parents' closing hour lately' and 'irregular working hour'. And parents show ‘satisfaction' response about using the center. Parent want teacher' major role as a safety guidance, provision of nourishing meal and health. Also they want that affordable child care for one teacher are three.
Based on the discussion of this study, policy direction of time-extend home-based child care centers is following as;
First, child care policy have to approve dual duty of teacher, and reduce the teacher to child care ratio.
Second, time-extend home-based child care center must development special program for teacher to working as child' emotional development problem solver, So, teacher as a specialist can work as long-term as possible.
Third, time-extend home-based child care must expand to support for children' parent in the child welfare, because their parent come back from work lately and it is not a regular working hours.
Fourth, it must to raise teacher' labor costs, to support facility management cost and to take care in a home-like care environment for the quality of time-extend home-based child care.
Fifth, regular supervision and evaluation should be done, because time-extend home-based child care are placed into the dead zone easily.
This suggestions is more important than other factor for the efficient facility management in order to the making of the time-extend child care environment, but it need a lot of human and material supports of government and local governments.
