장애인의 권리 모델을 기반으로 하는 장애인 교원의 지원방법 연구

국문 초록 (Abstract)

장애인의 사회적 통합을 위한 한 방편으로 장애인의 고용촉진을 위한 노력이 지속되어 왔으며, 최근에는 특히 장애인 교원의 수를 늘리고자 하는 정책적인 시도가 이루어지고 있다. 장애인 교원은 그 존재만으로도 장애인에 대한 사회적인 인식을 개선하는 효과가 있으므로, 장애인 교원의 증대를 위한 이러한 노력들은 무척 바람직한 것으로 평가되고 있다.
과거에 비해 장애인 교원의 숫자 자체는 늘고 있지만, 장애인이 교원이 된 후에 적절히 수업을 진행하기 위한 실질적인 지원은 전혀 없는 실정이어서 현재 대부분의 장애인 교원들은 교사 생활에 많은 어려움을 겪고 있다. 장애인 교원의 학교생활을 위한 기본적인 편의시설이나 보조기기 조차 제공되지 않고 있으며, 장애인 교원과 동료 교원 사이의 의사 및 정서 소통 문제도 간과되고 있다. 특히, 2010년부터 실시되고 있는 교원평가제의 도입은 장애인 교원의 교직 생활을 더욱 어렵게 만들고 있어서, 장애인 교원의 지원을 위한 대책 마련이 시급한 실정이다.
영국과 미국을 비롯한 선진국에서는 장애인 교원의 학교생활을 위한 연구가 활발히 이루어지고 있으며 이를 보다 적절히 지원하기 위한 다양한 정책이 시행되고 있으나, 우리나라는 장애인 교원의 존재 및 지원에 대한 필요성에 대한 인식 자체가 부족한 상태이고 장애인 교원의 실태나 지원 방안에 대한 연구는 거의 전무한 상태이다.
본 연구에서는 우리나라 서울특별시 교육청의 장애인 교원을 대상으로 면담조사를 실시하여 현재 우리나라의 장애인 교원 지원의 실태를 파악하고, 장애인의 권리 모델을 기반으로 협력적 거버넌스의 개념을 도입하여 장애인 교원에 대한 현실적인 지원 방법을 제시하고자 하였다. 이를 통해 궁극적으로는 향후 우리나라의 적절한 장애인 교원 지원 정책의 수립을 위한 합리적 근거를 마련하고자 하였다.

다국어 초록 (Multilingual Abstract)

To increase the social integration of people with disabilities, the acceleration of their employment has been encouraged. Recently, the government attempts to increase the number of educators with disabilities. Due to the presence of educators with disabilities improves the social cognition about disabled person, this policy stands high in estimation.
Though the number of educators with disabilities itself is increased, there is no support to make a good lesson after becoming educators. Currently, the most of disabled educators are in a big trouble. Facilities for the comfort of the teachers with disabilities are greatly lacking, communication problems between them and other healthy teachers are overlooked. Especially, the beginning of Teacher Evaluation Sytem makes harder the life of disabled educators, so the supporting system is definitely needed for them.
In UK and USA, there are many reports dealing with the quality of life for educators with disabilities. And those developed countries have lots of supporting systems for them. However, in Korea, we have no investigations for disabled teachers and no choice for them.
In the present study, the author performed face-to-face talk with Korean disabled teachers to get their real state and tried to make a concept of the collaborative governance using rights-based model of disability. Finally, it is suggested our future supporting system for educators with disabilities.
