This study aims at figuring out how social capital works on the governance of local communities in the field of community welfare. I set the subordinate factors to measure the local governance, which are interdependence, joint business and joint decision-making. The Social capital which influences the local governance was comprised of trust, norms and networks.
I exploited data collected for this study are secondary one for the study "A Qualitative Analysis for the Cognitive Measurement of Social Capital" supported by National Research Foundation of Korea. The survey for collecting data was conducted from December 26, 2009 to January 31, 2010 targeted private and public members of the community welfare association and 281 evaluation forms were made use of. In order to verify the construct validation of the measurements confirmatory factor analysis, reliability verification, descriptive statistics, analysis of covariance, correlation and multiple regression analysis
The results from this research are same as belows:
First, there are meaningful differences in responsibilities on community welfare and perception for development and maintenance of the Community Welfare Association according to the operating levels. Universally, the superior operating levels a body has, the more active activities the residents have, for instances, the makeup of the committee based on diversity and representability, workshop for its vitalizations and staff training(3 times a year).
Second, considering the influencing factors of the social capital for the local governance, when a community welfare association has high standard of operating system, responsibilities and perception for the common objectives strongly affect the governance for the local community. Whereas, in case of the region has low standards of operating system, the factors like confidence in members and organization, network constitution gives influences to local governance. Especially, network constitution cause the positive influences to all the regions regardless of the standards. For the area which has middle level of operating system, it was affected by some reasons for the low level and other meaningful factors such as mutual dependence of the private and public members and numbers of the workshop running.
Third, the most appropriate variables to predict the local governance are, in order, responsibilities, perception of the objectives, confidence in the system, network constitution, mutual dependence between private and public members and they are all the positive factors. In case of the control variate reflecting the local characteristics, if the population grows in 10 % of the significance level, it gives positive effects to the local governance and if the budget for the welfare decreases, it gives negatives effects. This results shows that mutual dependence, joint business and determinations are the positive factors which influence the local governance. Especially, responsibility which suggests the features of the rules and objective perception among the constitution of the social capital are the most powerful elements.
In order to develop the Community Welfare Association in Gyeonggi Province by the process of the local governance based on the results from the study are same as belows:
First, it will be different from the situations of the local communities to consist the members of the Community Welfare Association, we should sublate the make up concentrated on certain organizations and activate the participation of the various related main agents.
Second, support for the administration and budget don't normally affect the local governance, but confidence in constitution process of the consultative group strongly affects the standards of the Community Welfare Associations. Therefore, we need active and autonomic participation away from the private previous practices such as election of members and passive attitude.
Third, we need understanding of the a local government head on the private-public cooperation and interests on the Community Welfare Association. Plus, understanding of the related public officials and a wide variety of spaces for the communication should be prepared for the active participation of the associations. When the private-public members have common objectives, the understanding of the Community Welfare Association and welfare and activities of the association, the level of the local governance will be improved. The consistent education should be followed by as well.
Fourth, we need to narrow down the differences between the private-public perception through the training course which promotes the Community Welfare Association, seminars and regular workshops. Promotion for the working levels should be planned to understand its function and the purpose of the operation. Especially, on account of the improvement of the awareness and qualifications of the private-public members considerably affect the local governance, the educational environment which establishes the atmosphere which gives willings to improve their abilities to the members and opportunities of the education are compulsory.
