The recent technical responses to managing water resource and urban areas according to the influence of climate change is an important national policy, along with green growth.
Various studies on energy and water environment which can realize low-carbon cities have been conducted home and abroad. In particular, through various reference studies home and abroad on economic and reasonable ways to consider a wholistic plan on urban-eco-friendly river management, the Low Impact Development (LID) as the adequate river management method is being undertaken in foreign countries to technically apply to urban plans.
However, the LID is at the initial stage in Korea, with no specific studies implemented. In reality the LID technology needs concepts applicable in Korea, development of hydrological designing technology, practical plans through applying studies at trial rivers, and various efficiency examinations on precipitation-run-off and non-point pollutant source reduction. This study established the technological concepts of LID, applied LID to Ulsan, where it is redeveloped as an eco-friendly city, planned and designed urban area for the vitalizations of LID technology, and provided systematic improvements such as technological support for the first time in Korea.
This study suggested definition of LID which can achieve sound water circulation and non-point pollutant management in urban areas at the same time, established basic principles and concepts on factor technology, developed and suggested hydrological analysis and assessment technology which can be applied in construction fields, and phase-by-phase application plan for planned design to apply to practical use and examine the suggested technology to Southern part of Ulsan.
In addition, through application study of LID technology in the overall Ulsan area, the applicability of LID technology and the effect of urban non-point pollutant were analyzed to ultimately examine the feasibility of technological application in domestic cities. Also, it has suggested improvement plans for basic systems on the urban planning and management to expand and realize the LID technology.
Furthermore, this study will suggest the following study assignments which are urgently needed for cities to apply the LID technology. First, when applying urban LID technology, there are no accurate efficiency examination carried out on various LID technologies, so cost calculation, selection of technologies, and maintenance is still weak in Korea.
To this end, the government should implement systematic and scientific experiments and tests to examine the efficiency of non-point pollutant reducing facilities and LID technology. In addition, a specific study on vitalizing legislative support for land and urban development in order to apply the LID technology is crucial.
