多文化 家庭 子女의 軍 適應政策 方案 = A Study on the Policy Plans for Military Adaptation of Drafting Soldiers from Multi-cultural Background

국문 초록 (Abstract)

본 논문은 2012년 1월 1일부터 군에 입영하는 다문화가정 자녀들의 군 생활 과 군 전투력 효율성 향상을 위한 적응정책을 연구한 것이다. 그러나 아직은 다문화가정 자녀들의 입영이 현실화되지 않은 시기이므로 이들을 직접적인 연구대상자로 선정하여 연구할 수는 없다. 하지만 이들의 입영이 임박한 시점에서 이에 대한 적응정책 연구는 매우 시급한 실정이다.
따라서 본 연구는 우선적으로 다문화 군대인 미군의 인종차별 사례를 분석하고 이어서 다문화가정 자녀와 동질성을 가장 많이 내포하고 있는 영주권 병사를 대상으로 하는 조사연구를 실시한 다음 이를 통해 다문화가정 자녀의 군 적응정책을 제안하고자 한다.
특히 본 연구를 통해, 군이야말로 다문화 시대에 즈음하여 가정이나 학교, 그리고 지역사회가 해결하지 못한 국민통합과 다문화적 시민의식의 성장에 가장 효과적으로 기여할 수 있는 최적의 조직이라는 결론에 도달하였다.
결론을 도출하는 과정을 설명하기 위해서 본 연구에서는 다문화 가정자녀들에 대한 인구사회학적 특성을 가정과 학교 및 또래집단, 지역사회로 구분하여 파악하였고, 다문화 군대인 미군의 인종차별 성향 및 사례분석을 통해 이를 극복하기 위한 군 적응정책 수립 시 고려사항을 제안하였다. 그리고 다문화가정 자녀와의 동질성을 전제로 영주권 병사를 대상으로 한 조사연구를 실시함으로써 이들의 군 생활 적응에 직접적으로 영향을 미치는 요인을 찾아내어 다문화 군대를 대비할 수 있는 시사점도 얻을 수 있었다.
본 연구의 한계점으로는 영주권 병사를 대상으로 한 분석결과를 다문화가정 자녀에게 적용하는 것이 다소 제한될 수도 있다는 것이다. 왜냐하면 영주권 병사와 다문화가정 자녀의 인구사회학적 특성이 다소 상이하여 영주권 병사를 대상으로 한 조사연구 결과 적용을 검증하는 데는 한계가 있기 때문이다. 이를 극복하기 위해 본 연구는 시작단계에서부터 다문화관련 전문가들과의 심층면담과 한국 인구학회에서의 주제발표 및 토의과정을 거쳐 군 적응정책의 적합성과 합리성을 구비하고자 부단히 노력하였다.
따라서 본 논문의 결론으로 제시되는 군 적응정책으로는 다문화가정 자녀가 군에 입영하면서 겪을 수 있는 병영생활 전반의 부적응 요인들을 치유할 수 있는 프로그램 개발과 관련법령 및 제도의 정비 그리고 다문화 군대에 대한 준비사항과 지향방향을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

As people from multicultural backgrounds are expected to be drafted into the ROK Army from January 1st 2012, this research is focused on their military adaptation to enhance combat efficiency. However, as their enrollment has not happened yet, they cannot be the primary subject of the research. Nevertheless, as their enrollment is approaching, the research on their military adaptation is essential.
Therefore, at first, in this research, several cases of racial discrimination in the US. Army are examined. This is because the US. Army is the best example of multicultural army. Then, surveys are conducted by soldiers with foreign citizenship because the soldiers have many things in common with ones from multicultural background. After the surveys are conducted, the policy plans for military adaptation of drafting soldiers from multicultural background are proposed with results of the surveys.
Through this research, it can be concluded that the army is the best institution for the unity of citizens and the growth of social awareness of citizens.
To explain the process of drawing conclusions, sociocultural characteristics of the multicultural society should be first understood by dividing those characteristics into cases of home, school, and local communities. By analyzing the examples of racial discrimination in the US. Army, this research also proposes things to consider when policies are established to overcome the expected problems that multicultural soldiers can face in the army. In addition, by conducting the surveys to the soldiers with foreign citizenship, this research finds factors that can directly affect the military adaptation of them and can obtain suggestions for multicultural army in the future.
However, main limitation of this research is that the results of the surveys conducted by the soldiers with foreign citizenship cannot be exactly applied to the multicultural soldiers. Those two groups have different characteristics and it may not be entirely convincing to verify the application of the results to the multicultural soldiers. Therefore, to overcome this unavoidable limitation, this research is concentrated on securing logical and rational explanations by having detailed interviews with experts in multiculturalism and discussions in academic meetings.
Therefore, the conclusion of this research proposes development of policy plans that may help policy makers to solve the expected problems in the military adaptation of the multicultural soldiers and the reform of related regulations. Furthermore, it also suggests things to prepare for the multicultural army in the future.
