    The population of families with children having emotional and behavioral disorders is increasing, not only in absolute numbers but also as a share of the total population. This persisting and increasing segment of population have been a matter of concern with respect to their composition and characteristics and their educational welfare. In recent years, emotional and behavioral disorders has become more common than previously realized, particularly when the broader definition of disorders as a spectrum disorder is used to determine the number of children and their families. Like other parents, parents with developmental disability children have high need and want to invest in their children’s education.
    The purpose of study was to identify the influencing factors of the need as well as cost of education for families with developmental disability children, taking the structure of educational expenses, factors affecting parent's educational desire and actual condition of educational expense for the families with developmental disability children. The main variable for comparing the need and cost of education was the school grade of students.
    For the purposes of this study, the target population group was selected according to specific characteristics of children and their families. Data were collected from 440 parents of children with developmental disability living in Daegu in May through August 2010. In order to check the accuracy of the data, professional persons who have knowledge and experiences, processed the assessment. Missing sections of items, cases of extreme values, inconsistencies, and errors were investigated. Errors discerned throughout this procedure and all data changes and imputations were identified. After all adjustments were made, this study analyzed the data using proper statistical methods.
    The quality of the data was primarily related to the study design and questionnaire; the higher the quality of the study, the more confidence there was that the findings of the study are valid. The contents of questionnaire are the measures for the actual condition of educational expenses of the respondent, parent's educational desire for developmental disability children, satisfaction and necessity of educational programs offered for the developmental disability children and reduction of educational expenses.
    The statistical methods applied in this study are chi-square, analysis of variance(ANOVA), and regression analysis in order to compare the differences among school grade groups of developmental disability children for educational desire and the actual condition of educational expenses.
    The findings of this study indicate that first, most of the developmental disability children have experienced and attended private educational institutes. Preference of using school course programs was different among school grade groups. Children with the lower school grade were more likely to use cure support programs, while children with higher grade were more likely to use vocational and course education.
    Second, there was a meaningful difference on expenses of teaching materials, purchased costs of learning materials and expenses of a salaried assistant, cure support expenses, participating expenses of vacation program and so on as per school course for educational expense of developmental disability children, and the parents that have developmental disability children with the lower school grade pay educational expenses for monthly average cure support expenses and monthly average amount of educational expenses. Therefore, the families the have developmental disability children with the lower school grade have more burden for educational expenses.
    Third, school parents with developmental disability children still has strong desire for the cure support, although the special educational law of the disability is being refreshingly enforced for the cure support service, and school parents continually have economic burden because there are many chances for preschool children not to be able to take advantage of the after-school education that is conducted at school.
    Forth, a measure of reducing educational expenses is that the parents with developmental disability children need more cure support, the parents that have developmental disability children with the lower school grade need more cure support, the parents that have developmental disability children with the higher school grade need the expanding of public education facility and vitalization of special education support center. When the after-school programs take place, the parents that have developmental disability children with the lower school grade want to open subjects regarding the cure support, the parents that have developmental disability children with the higher school grade want to open normal subjects and course education, they want the effectiveness of the education to be maximize by managing with cheap education expenses and a few staffs and now, they are not mostly satisfied with the cure support service offered with 100,000 won by government, they need more actual support from government and an education department.
    Implication of the study based on the findings is as follows.
    First, most of the parents with developmental disability children have economic difficulties. Especially, the parents with developmental disability children that are not attending school have big economic burden. So, the burden of the parents with developmental disability children that are not attending school should be reduced by absorbing private expenses into public education. And the burden of the parents with developmental disability children that are attending school should be reduced by vitalization of educational activities and diversifying after school education.
    Second, the parents that have developmental disability children with the lower school grade need the cure support, the parents that have developmental disability children with the higher school grade need expanding of public facility and vitalization of special educational support center, so the chance of the overcoming disabilities and rehabilitation will through the actual vocational education, course education and counsel should be offered to the parents.
    Third, more actual and effective educational policies and concrete direction need to be proposed for the parents that have transitional confusion generated due to non-materialize of a subordinate law and actual practice measure, even though special education law for the disability is being enforced.
    Forth, this study was conducted with an educational desire, the structure of educational expenses and factor of determination as per classification of school courses for the developmental disability children of preschool, elementary, middle and high school in Daegu. Similarities and differences are found with the classification of school suggesting that the need and cost of education are likely to vary with classification of the students as well as their parents.
    Since early intervention of public as well as private educational programs for young children may help speed the children’s overall development, reduce inappropriate behaviors, and lead to better functional outcomes, the government and schools should initiate and develop school programs for early intervention to help families, teachers, and program providers by supporting and offering appropriate school programs for the children with developmental disability.
