In recent public administration studies, governance is emerging as a new alternative of public administration and it is applied actively to various disciplines including politics, social studies and economics. In the cadastral area of foreign countries, land?]governance based on the concept of governance has already been being studied, and now the Korean cadastral area also needs to start research on governance as an effort to promote changes in this area. Thus, this study made an interdisciplinary approach that introduces governance to cadastral science, and its objectives were to examine land?]governance conceptually, to survey and analyze cases of cadastral administration from the viewpoint of land?]governance, and to suggest desirable directions of cadastral administration. From this study conducted for these purposes were obtained results as follows.
First, we reviewed theoretical approaches to land?]governance, focusing on the background of the emergence of governance, the definition of governance, operating systems of land?]governance, and the relation between land?]governance and cadastral administration. In particular, the operating system of land?]governance was approached on the dimension of the participants, objects and types of land?]governance, and after the relation between land?]governance and cadastral administration was defined, the roles of cadastral administration as a land?]governance mechanism were discussed based on the defined relation.
Second, according to the sampling criteria for case study, the cadastral resurvey project and the new address grant project were selected, and each project was examined in terms of execution system, area, history, expected effects, and ground for execution.
Third, based on established principles of governance, we selected network, participation, sustainability, and legal stability as the factors of case study, and analyzed the cadastral resurvey project and the new address grant project based on the frame of case study. According to the results of the analysis, the limitations of land?]governance were: ?@ in the aspect of network ?] hierarchical execution system, exclusion of informal organizations, ambiguous roles of the committee, and inadequate change of perception; ?A in the aspect of participation ?] weak cooperation between the government and citizens, between citizens and businesses, and between the government and businesses, and narrow paths for participation; ?B in the aspect of sustainability ?] uncertain continuity of project, low reliability of information, low quality of administrative services, and obstacles to the advance of cadastral systems; and ?C in the aspect of legal stability ?] legal instability, causing distrust and confusion in cadastral administration, and possibility for the discontinuance of project.
Based on the results of the case study on cadastral administration from the viewpoint of land?]governance, we suggest the directions of cadastral administration as follows. ?@ The directions of cadastral administration from the viewpoint of network are transition to horizontal execution systems, organization of private sectors for including informal groups, organization of cadastral committees with strengthened functions, operation of a department in charge of mass media for changing people?fs perception, etc. ?A The directions of cadastral administration from the viewpoint of participation are expansion of paths for citizens?f participation to promote cooperation between the government and citizens, cooperation through partnership between citizens and businesses, diversification of participation paths to resolve narrow paths for participation, etc. ?B The directions of cadastral administration from the viewpoint of sustainability are substantiation of common issues for ensuring the continuity of project, approach to fundamental problems of project for enhancing the reliability of cadastral information, mid/long?]term and gradual approaches for improving the quality of cadastral administration services, project sustainability for the advance of cadastral systems, institutionalization of cadastral systems, etc. ?C The directions of cadastral administration from the viewpoint of legal stability are prudent amendment of laws, ensuring equity in provisions, establishment of clear guidelines, suggestion of specific provisions for realization, etc.
