자원봉사 실태와 활성화 방안에 관한 연구

본 연구의 목적은 원주시 문막읍에서 활동하는 자원봉사자를 대상으로 한 설문지 조사결과 및 실태분석을 통해 문제점을 도출해 내고, 문막읍의 자원봉사활성화 방안을 모색함과 함께 자원봉사자를 활용하는 기관에서도 자원봉사자를 지속적이고 효율적으로 관리하는데 필요한 기초자료를 제공하고자 함에 있다.
이를 위해 자원봉사활동의 활성화를 위해 자원봉사활동의 현황과 자원봉사기관의 관리과정 · 관리자의 태도, 자원봉사활동에 대한 만족, 지역사회에 대한 인식으로 나누어 설문조사를 실시하여, 유효한 169부를 분석하였으며, 수집된 자료는 빈도분석을 활용하여 분석하였다.

본 연구 결과를 토대로 자원봉사활동의 활성화를 위한 제언은 다음과 같다.
첫째로 지역내 기업체 직장인과 학생들, 의료기간 종사자들의 참여를 유도할 수 있는 다양한 홍보와 모집 방법의 필요하고 그 방법으로 자원봉사자의 주위의 사람들에게 참여를 유도하는 비공식적 홍보와 문막읍사무소와의 연계를 통한 공식적 창구를 이용하는 방안이 필요하다.
둘째로 조사결과 지역의 가장 시급한 문제로 독거노인에 대한 자원봉사 활동의 필요성이 24.4%로 가장 높게 나타나고 있어 노인과 관련한 자원봉사 프로그램을 계획할 필요가 있다. 심리적 지지를 위한 프로그램과 함께 생활안정을 위한 프로그램이 필요하다.
셋째, 조사결과 문막지역에 대한 관심이 높게 나타나고 있는데, 그간 개별적으로 진행해오던 자원봉사활동을 단체 간의 지역네트워크를 형성하여, 프로그램의 공동개발과 자원봉사활동을 계획하여 효율적으로 문제를 해결하는 것이 필요하다.
넷째로 사전교육이 실제 봉사활동에 도움을 주고 있다는 조사결과가 많이 나타나고 있고, 실무교육을 포함한 사회문제 관련 교육의 필요성을 느끼고 있어 이러한 교육적 욕구를 해소할 다양한 방안이 필요하다
다섯째로 봉사활동 업무와 관련하여 피드백 부분이 다른 부분에 비해 상대적으로 낮게 나타나고 있어 평가를 통한 피드백 부분을 강화할 필요하다.
여섯째로 인정과 보상이 자원봉사활동을 활성화 하기위한 중요한 수단은 아닐지라도 자원봉사를 지속적으로 수행하는데 있어 매개체 역할을 하기 때문 자원봉사활동의 활성화를 위한 최소한의 인정 · 보상의 확대가 필요하다.

ABSTRACT

A Study on the Realities and Improving Strategies for Voluntary

This study aimed to find problems of voluntary work by examining surveys and analysis of voluntary workers in Munmak-eup, Wonju-si, search activation methods for voluntary work in Munmak-eup, and provide basic data needed in continuous and efficient management of voluntary workers by organizations utilizing voluntary workers.
For the study, a survey was conducted to activate voluntary work activities. The survey included present conditions of voluntary work activities, management procedures and managers' attitudes of voluntary work organizations, satisfaction on voluntary work activities and knowledge about the local community. 169 valid survey questionnaires were analyzed, and collected data were analyzed using frequency analysis.

Based on the study results, the following are the suggestions to activate voluntary work activities.
First, various ways of advertising and collecting methods that attracts participations of local workers, students and medical care providers are necessary. Also, unofficial advertisements attracting participations of people close to voluntary workers and uses of official counters of Munmak-eup Office are needed.
Second, the most urgent problems of the region were needs of voluntary work activities for seniors who lives along. It was 24.4%. The voluntary work programs for them should be planned to include psychological supports and stabilization of livelihood.
Third, the research showed there were high interest in Munmak area. The problems should be solved efficiently by forming local networks of individual voluntary work organizations, so that they can co-develop programs and plan voluntary work activities.
Fourth, the research showed that prior education for voluntary work activities are actually helping voluntary work activities, and there are needs for educations on social issues including actual work educations. Various ways to solve such educational desires shall be prepared.
Fifth, the feedbacks related to voluntary work activities are relatively low. The feedbacks through evaluations should be enhanced.
Sixth, recognitions and rewards may not be the significant means for activation of voluntary work activities, but they can be attraction factors for continuous participation in voluntary work activities. Therefore, the least extension of recognition and rewards are necessary in order to activate voluntary work activities.
