An Influence of Top Executives' Transactional & Servant Leadership Perceived by Social Workers on Organizational Citizenship Behavior(OCB): Focusing on the Mediating Effect of Psychological Empowerment

(Abstract)
It is so meaningful thing to study on the servant leadership and psychological empowerment as a plan to raise OCB of social workers who have to serve to their clients.
The main objective of this study is to examine a mediating effect of psychological empowerment in the relationship between top executives' transactional & servant leadership level perceived by social workers and OCB. Also this study tests whether there are significant differences in OCB and psychological empowerment according to the demographic variables.
The subjects of this study were 375 social workers at 67 social welfare organizations in Young-nam area from May to July, 2009.
The four variables, top executives' transactional leadership, servant leadership, psychological empowerment, and OCB were measured by self-report questionnaires. In addition, this study adopted SPSS and AMOS statistical package for structural equation modeling to test the relationships among the variables.
Main results are as follows:
Firstly, the top executives' transactional leadership level perceived by social workers has no significant influence on OCB.
Secondly, the top executives' servant leadership level perceived by social workers has influenced OCB positively.
Thirdly, the top executives' transactional & servant leadership level perceived by social workers has influenced psychological empowerment positively.
Fourthly, psychological empowerment of social workers has influenced OCB positively.
Fifthly, psychological empowerment in the relationship between transactional leadership and OCB has played a full mediating role. It appeared that transactional leadership has indirectly influenced OCB through psychological empowerment only. It implicates that psychological empowerment has more role than in partial mediating role to generate OCB.
Sixthly, psychological empowerment in the relationship between servant leadership and OCB has played a partial mediating role. It appeared that servant leadership has affected OCB directly and affected indirectly through psychological empowerment. Comparing direct effect with indirect effect, direct effect was more effective than indirect effect. But as the ratio of indirect effect out of total effect was 36%, psychological empowerment plays a considerable role in generating OCB.
Seventhly, 'Commitment to the growth of people' of servant leadership's 10 characteristics has influenced positively both psychological empowerment and OCB. Therefore, to raise psychological empowerment and OCB, social welfare organization's top executives have to do everything within his or her power to nurture the personal, professional and spiritual growth of social workers.
Eighthly, significant differences in OCB and psychological empowerment according to the demographic variables are as follows: (a) In 'sex', 'age', 'marry', 'education', 'position of respondents', and 'foundation year of social welfare organizations' of 11 demographic variables, there were significant differences in OCB. (b) In 'education', 'pay', 'position of respondents', 'number of staffs', and 'foundation year of social welfare organizations' of 11 demographic variables, there were significant differences in psychological empowerment.
The results of this study suggest that top executives of social welfare organizations need to exert servant leadership rather than transactional leadership to generate OCB of social worker. And top executives should make a lot of effort to link servant leadership with psychological empowerment to increase OCB of social worker.
Finally, detailed implications of these results for theory, policy and practice and limitations of this study, directions for future research were discussed.
