경상북도 지역축제의 평가실태 분석과 개선방안에 관한 연구 : 메타평가를 중심으로 = A Study on the Improvement of Evaluation System for Cultural Festivals in Gyeongbuk Province : Based on the Meta Evaluation System

Since the start of the autonomous local government system in 1990s, local governments have paid high attention to local festivals. However, as the festivals have increased, its non-professional planning, stereotyped program-making, superfluous events divorced from regional characteristics, lack of budget independence, excessive public finances input, inefficient management, immoderate government led operation, program absence after event and other problems are caused. To remedy these challenges, meta-evaluation, the most realistic measurement, should be needed. This study is aiming at analyzing current evaluation and its evaluation system of the regional festivals and by using meta-evaluation and presenting measurements for improving the festivals.
To this end, local festivals are categorized into four types; a residents harmonizing festival, traditional culture inheriting festival, local economy boosting festival, and global festival. And evaluation systems are composed of evaluation input, evaluation, evaluation outcome and use, and evaluation environment.

Considering current evaluation facts regarding types of local festivals, firstly residents harmonizing festivals have inappropriateness of evaluation index, evaluation object, and evaluation period. Secondly, the data profiling of traditional culture inheriting festivals rely on survey and its evaluation index is composed inappropriate. Thirdly, local economy boosting festivals have no evaluation on titles and materials of festivals, local characteristics and its connectivity, feedback of evaluation outcomes. Fourthly, in case of global festivals, it show that participating rate of evaluation experts is low and it focuses on economic feasibility.

The outcomes of the meta-evaluation on the evaluation input, evaluation, evaluation outcome and use, and evaluation environment of local festivals are following below. Firstly, in sector of evaluation input, the adequacy of evaluation budget size, the quality and quantity adequacy of evaluation data, the adequacy of evaluation team composition and others are low.
Secondly, in area of evaluation, it is lack of the composition adequacy of evaluation index, communication among stake-holders in evaluation process, fairness of evaluation, and role separation between assessors and persons who receive evaluation.
Thirdly, in evaluation outcomes and use, it has lack of the logicality and substantiality of the evaluation report, utilization, distribution adequacy, usefulness of evaluation outcomes, legal basis, evaluation possibility of execution budget, and feedback of evaluation outcome.
Lastly, in evaluation environment, clarity of legal basis, adequacy of evaluation period, flexibility of evaluation period, effectiveness of evaluation, application of local demand is low.

Following analysis outcomes, the measurements for improving local festivals will be suggested. First, in evaluation input, is the adequacy of evaluation budget size for local festivals. the quality and quantity substantiality of evaluation data, experts centered evaluation team composition, usefulness of evaluation data should be strengthened.
Secondly, in area of evaluation, re-composed evaluation index fitting to local festival condition, using interviews for evaluation methods, providing communication opportunities between assessors and persons who receive evaluation will be presented.
Thirdly, in evaluation outcomes and use, evaluation on the execution budget, developing manual for evaluation report, usefulness of evaluation outcomes, and laying legal foundation for using evaluation outcomes should be prepared and enhanced.
Lastly, in evaluation environment, clarity of legal basis on local festival evaluation, re-designed evaluation period from preparation to ending time of the festivals, and flexible managing of evaluation period are proposed.

This study will be a policy suggestion for local festival evaluation like below.
First, it will be strengthened the evaluation capacity of local government. In order to implement meta-evaluation of local festivals successfully, we should enhance evaluation capacity of the local government.
Secondly, meta-evaluation cooperation system should be established. Evaluation organizations and non-evaluation organizations should share common awareness about meta-evaluation cooperation system and build mutual cooperation.
Thirdly, legal and institutional modification for evaluation of local festivals should be needed. In applying practical meta-evaluation of local festivals, law should establish basis evaluation law on local festivals and meta-evaluation regulations of local festivals should be specified.
Fourthly, in fitting to festival characteristics, appropriate evaluation index should be developed. By developing evaluation index for matching types of local festivals, the evaluation considering the characteristics of local festivals should be conducted.

국문 초록 (Abstract)

1990년대에 본격적인 지방자치제의 시행으로 지방자치단체는 지역축제에 대하여 높은 관심을 기울여 왔다. 그러나, 지역축제가 급증하면서 기획의 비전문성, 개성없는 프로그램 구성, 지역의 고유특성과 괴리된 행사의 남발, 축제 예산의 미약한 자립도와 과도한 공공재원의 투입, 운영의 비효율성 및 지나친 관주도형 운영, 행사후 프로그램의 부재 등과 같은 문제점이 나타나고 있다. 이러한 문제점을 시정하기 위한 가장 현실적 방안으로 메타평가(meta-evaluation)가 필요한 실정이다. 본 연구에서는 지역축제에 대한 평가실태를 분석하고, 메타평가기법을 활용하여 지역축제에 대한 평가체계를 평가하여 개선방안을 도출함에 목적을 두었다.

이를 위하여 지역축제를 주민화합형 축제, 전통문화계승형 축제, 지역경제활성형 축제, 그리고 글로벌형 축제 등 네가지 유형으로 구분하고, 평가체계는 평가투입, 평가수행, 평가결과 및 활용, 평가환경 등 네 가지 영역으로 선정하였다.

유형별 지역축제에 대한 평가실태를 보면, 첫째, 주민화합형 축제의 경우, 평가지표, 평가대상, 평가시기가 부적절하게 이루어지고 있다. 둘째, 전통문화승계형 축제에 있어서는 자료수집이 설문에 의존하고 있으며, 평가지표가 부적절하게 구성된 것으로 나타났다. 셋째, 지역경제활성형 축제에 있어서는 축제의 주제와 소재, 지역고유성과의 연계성, 평가결과의 환류성에 대한 평가가 없는 것으로 나타났다. 넷째, 글로벌형 축제의 경우, 평가 전문가의 참여가 부족하고, 경제성에 초점을 두고 있는 것으로 나타났다.

그리고 지역축제에 대한 평가투입, 평가수행, 평가결과 및 활용, 평가환경 등 네 가지 영역에 대한 메타평가의 결과는 다음과 같다. 첫째, 평가투입 영역의 경우, 평가예산 규모의 적절성과 평가자료의 양․질적 적절성, 평가단의 전문성, 평가단 구성의 적절성 등이 낮은 것으로 나타났다.
둘째, 평가수행 영역의 경우, 평가지표 구성의 적절성, 평가과정에서 이해관계자 간의 의사소통, 평가의 공정성, 평가자와 평가대상자의 역할 구분이 미흡한 것으로 나타났다.
셋째, 평가결과 및 활용 영역에 있어서는 평가보고서의 논리성과 충실성, 활용성, 배포의 적절성, 평가결과의 실용성, 법적근거의 구비성, 집행예산 평가성, 평가결과 환류성이 낮은 것으로 나타났다.
마지막으로 평가환경 영역의 경우, 법적근거의 명료성과 평가기간의 적정성, 평가주기의 탄력성, 평가의 효과성, 지역수요 반영성이 낮은 것으로 나타났다.

이러한 분석결과에 따른 지역축제의 개선방안을 다음과 같이 제시할 수 있다. 첫째, 평가투입 영역에 있어서는 지역축제에 대한 평가예산 규모를 적정화, 자료의 양적․질적 내실화, 전문가 중심의 평가단 구성을 통한 전문성 강화, 지역축제 평가관련 자료의 유용성을 강화 등이 요구된다.
둘째, 평가수행 영역에 있어서는 지역축제 특성에 부합하는 평가지표의 재구성, 인터뷰를 통한 평가방식을 활용, 평가자와 평가대상자의 의사소통을 위한 간담회의 적극 활용 등을 제시하였다.
셋째, 평가결과 및 활용 영역에 있어서는 집행예산에 평가 수행, 평가보고서 작성을 위한 매뉴얼 개발, 평가결과에 대한 실용성 확보 및 평가결과 활용에 대한 법적 근거 마련 등을 제시하였다.
마지막으로 평가환경 영역의 개선방안으로는 지역축제 평가에 대한 법적 근거의 명확화, 축제 준비에서부터 축제 종료까지를 대상으로하는 평가기간의 재설정, 지역축제 평가주기의 탄력적 운영 등을 제시하였다.

그리고 본 연구의 수행을 통하여 지역축제 평가에 대하여 다음과 같이 정책제언을 제시할 수 있다.
우선, 지방자치단체의 평가역량 강화이다. 지역축제에 대한 메타평가를 성공적으로 추진하기 위해서는 우선 지방자치단체의 평가 역량을 강화해야 한다.
둘째, 메타평가 협력 시스템을 구축해야 한다. 메타평가 협력 시스템은 평가기관과 피평가기관이 메타평가에 대해 인식을 같이 하고 상호 협력할 수 있도록 시스템을 구축해야 한다.
셋째, 지역축제의 평가를 위한 법･제도적 정비가 필요하다. 지역축제에 대한 메타평가의 실천적 적용을 위해서는 가칭 지역축제평가기본법 등을 제정하여 지역축제에 대한 메타평가 규정을 명시하여야 한다.
넷째, 축제의 특성에 맞게 평가할 수 있는 적합한 평가지표의 개발이다. 지역축제의 유형에 맞는 평가지표를 개발하여 지역축제의 특성을 고려한 평가가 이루어지도록 해야 한다.
