Detached houses in ordinary housing lots built since 1970s are hard to renovate compared to apartment houses although infrastructures including roads are kept in order as planned. Deterioration of buildings and resulting safety issues and indiscreet construction of multiplex and multi-family housing units on aggregated parcels or merged lots hinder gradual renovation in near future, so measures need developing in the public sector as soon as possible.
As of now, supply of new houses in downtown Seoul cannot but rely on redevelopment and reconstruction projects, giving rise to the necessity to promote reconstruction, which is relatively harder to develop into projects than redevelopment. Contrary to reconstruction of apartment houses, in detached housing lots, shares of ownership of buildings and lands are diverse and discrete. Also, conditions of houses are different, which makes it hard to agree on appropriate stakes, resulting in procrastination of reconstruction projects.
The present study identified factors influencing reconstruction projects in detached housing lots and categorized those issues arising in the process of project development into legal, financial and operational factors that hinder or cause delay in such projects. Further, to find out measures to improve the status quo, a questionnaire survey was conducted with housing co-op officials, renovators, constructors and relevant public servants.
According to the analysis performed in the present study, the most influential factor on developing reconstruction projects in detached housing lots is 'conflicts between participants' directly involved in projects including co-ops and co-op members and companies. Unfortunately, the urgency to improve the condition is far from perception. This finding suggests that an arbitration institution needs adopting to release conflicts between co-op officials and participants in projects and to improve their understanding on the matter at hand.
In addition, negative factors affecting project development include passive administrative moves in relevant public offices, restrictions on story heights and floor area ratios under the Act of Construction, difficulty in initial funding for co-ops, overheated competition between suppliers and non-transparent unspecialized co-ops.
Besides, it was found that the most urgent improvement need be implemented in legal factors such as issues associated with property ownership and tenants and easing regulations on story heights and floor area ratios to boost feasibility of projects. This result indicates that current laws and regulations on detached housing reconstruction and those on urban and residential environment improvement call for refinements.
