The Mediating Roles of Career Planning Practical Behaviors in the Proactive Personality, the Supervisory Support, and the Job Involvement

The Purpose of this study is to explore how the career planning practical behaviors influence on the related factors of career development program. This research is started under the recognition that the career planning is very important in the career development activities.
For this purpose, this study is set two research questions; (1) how affect the career planning practical behaviors with the relation to the proactive personality, the supervisory support, and the job involvement, and (2) how is different the career planning practical behaviors with the relation to the proactive personality, the supervisory support, and the job involvement according to the rank of government officials.
To solve this questions, above all, the Career Planning Practical Behavior Scale(CPBS) consisted of 21 items with 5 factors model is developed from the literature and the check of experts and the twice preparatory researches. Also, the related research materials were collected from 427 government officials working for the 6 central departments. The methodology is based on (1) the Descriptive Statistical Analysis of the variables, (2) the Correlation Analysis of the relation to the subordinate variables, and (3) Structural Equation Modeling(SEM) to analyze the relationship between factors and variables. The results of this study are as the following.
First, both the proactive personality and the supervisory support influence on the career planning practical behaviors positively. As well as, the more the career planning practical behaviors of individual influence on the more the job involvement. The relation of these variables are all meaningful in the result of statistical verification in matters of the subcomponent variables of the career planning practical behaviors.
Second, the result of verification how is different the mediating roles of career planning practical behaviors according to the rank between the managerial position officials and the rank??and??file officials exists difference in the descriptive statistical analysis and the correlation analysis. The test of goodness of fit by the difference verification is also the acceptable level, and the statistical analysis of the test is meaningful. Consequently, we can analysis that the difference between two groups is existed.
As a result of this empirical analysis, this study provides the conclusions to the following. First, the proactive personality variable comes out into positive effect on the career planning practical behaviors. The organization with proactive personality members can be enhanced into job involvement of members, so it can be contribute to the outcome of organization than the organization with passive members. Second, the supervisory support has the influences on the career planning and job involvement of surbodinates. This means that the ways to encourage and build the supervisory support are required for the organizational outcome and culture. Third, it is confirmed that the difference of the rank has exist through the difference verification of two groups. It is suggested that the effects of subgroup characteristics and individual characteristics of the organization members act on the career development program of the public sector at the same time. Therefore, when the organization handle with the CDP in the public sector, it is necessary to be supported to the motivation and effort of the organization members, and to be focused to the culture and behavior of organizational subgroup. Finally, the career planning practical behaviors can be effective when they are connected with other human resources development systems. So, it is implied that the career development system is have to be connected organically to secure the best career of organization members.
In conclusion, the results of this study provide the understanding to identify the importance of career planning, measure the career planning practical behaviors empirically, analyze the related variables of career planning, meet influence of the career planning practical behaviors at the public sector. In the basis of this study, we expect that the further researches will be lasted to explore other factors of career planning practical behaviors to considerate different types of organizational characteristics.
