한국어 국외 보급 정책의 통합 방안 연구 = A Study on Integration Plan for the Policy of Overseas Distribution of Korean

다국어 초록 (Multilingual Abstract)

A language totally reflects the culture of the relevant linguistic area, and is a complex and organic symbolic system that represents culture-owning social constructions including societies, states, nations etc. In this sense, the distribution of Korean over the world in a more active attitude is a sharing of culture as well as an independent cultural strategy in an effort to communicate with world citizens through Korean culture.
The policy of overseas distribution of Korean, therefore, has values for exploration of the future, and the establishment of goals and executional strategies of the policy, as well as the utilization of the budget for it, cannot help being discussed in the dimension of policy integration.
In order to activate the overseas distribution of Korean, it is necessary to integrate those related policies that individual departments are currently carrying out. Furthermore, it is urgent to legislate a special law with respect to the foundation of an integrated organization, based on which we should give an integrated brand to the overseas distribution of Korean.
For the discussion of this, this study investigates some cases of other countries that have integrated and operated their policies of the distribution of their own languages, and summarizes the contents of the current projects by departments of the Korean government.
It also discusses the direction in which the policies should be oriented in future by examining the conditions of the policies of the overseas distribution of Korean with their integration divided into the three stages, 'political cooperation → political adjustment → political integration.'
The integration of the overseas distribution of Korean is not just for the reasons in the dimensions of the integration of the relevant policies and of the integrated organization. By aggressively making Korean and Korean culture known to the world in the dimension of the state, we can not only promote the national brand of Korea and establish strategies in the diplomatic and cultural dimensions, but also provide chances to positively utilize expertises like teachers of Korean.
