In recent years, knowledge has been recognized as an important resource that should be managed in order to enhance organizational competitiveness. For the governmental organizations, it is particularly important to make an effective and strategic use of knowledge resources that have been learned and stored in operational process.
Also, inventing a new way to create constructive knowledge and insights for the rapidly changing environment is a critical for public executives.
Knowledge sharing is one of the most important process for the creation and application of intellectual resources of an organization.
It refers to efforts to systematically organize and make available a variety of individual information, experiences and understandings so that organizational activities become effective and creative knowledge resources. Likewise knowledge management is considered to be critical issue in the field of organizational management in public setting because public employees can acquire valuable experiences and know-how with less cost and enhance their validity through others' verification.
The independent variables of the study are structural facors, relational factors, personal factors, tasking factors. The parameter is the degree of knowledge sharing which include extent of supporting of knowledge, extent of transfer of knowledge, extent of exchange of opinion.

The study results lead to the following conclusions:
In local government, the important factors in determining performance of knowledge sharing are structural factors such as the learning-oriented organizational culture and appropriate systems of compensation with in organizational dimension, and relational factors such as reliability among public servants.
For example, with regard to the formation of a learning-oriented oeganizational culture, local government' organizations should be formed as learning organizations, and there should be continuous support and consideration with accomplish appropriate compensation from the division head to accomplish with the knowledge sharing.
Secondly, efforts must be made to avoid the creation of an atmosphere of excessive competitiveness, because the success or failure of knowledge sharing depends on the development of trust between public servants.
Lastly, local governments should intensify the communication of information, the drafting of manuals and publication of accounts of experiences in public administration, which are to store and use the personal knowledge of the public servants. The local government should form a human network for the expansion of the domain of knowledge and they should actively employ a knowledge suggestion system of the public servants.
