In 1980's, we needed social welfare professional manpower in public and civil area because of politics and economy and various social changes. So, central government made local self-governing group employee who takes charge of a welfare service professionally(the social welfare professional staff), in order to enforce social welfare service from public section.
For effectiveness and rationalization of public administration, 49 social welfare professional staff is arranged in July 1987. to nationwide 6 low income group areas(arrangement standard 96 people). Annually, 6,977 people were arranged in 2003 (Ministry of Health and Welfare, 2004), 1,800 people were arranged in 2005, and 2006 after they are reinforced continuously.
Social welfare training program and related major in Univ. is increased. So, the number of social welfare professional is increasing rapidly. The employment rate on field of study, that has with social welfare certificate, is on 20% level. (the Ministry of Health and Welfare, 2004). That kind situation is happened because insufficient salary and the inferior service environment.
Government employees in charge of the social welfare service provision gets the affirmative evaluation about the efficient execution of the public enterprise, various supporting for low income class and connection of civil funds etc.(Song gunwon, 2002).
Social welfare Government employees, who take charge of a social welfare business professionally, made turning point for social welfare administrative professionalization.(Choi insep, 2000).
Even though they take charge of the whole of life protection, disabled person business and low income class business, they take other administrative business.(Byun jaekwan, 2000; Ministry of Health and Welfare, 2004 internal data), workload is too excessive because of recognition change and needs' diversification about welfare.(Choi insep, 2001).
Government employees in charge of the social welfare service has divorce, miscarriage, work themselves to death, changing job, depression, etc. because of excessive workload (Office for Government Policy Coordination subjective social safety net combination inspection only, 2001). Specially the civil social welfare workers have worst work environments. Namely, social welfare facility don't observe Labor Standard Law and they didn't provide overtime pay and various kinds holiday etc. because of bad financial condition. Also, the social welfare worker has lower salary than other field.
The number of social welfare workers and service centers are quickly increased. In contrast, duty satisfaction of social welfare worker could not match with what increase of welfare service quantity.
Generally, duty satisfaction and salary of civil area are higher than public area in service industry, on the contrary, the civil social welfare have worse work environments in social welfare service industry.
Even, case studies are not enough to investigate functional differences between public and civil area.
Therefore, this study was tried to research positively and analyze on duty satisfaction between public and civil social workers. consequently, analyzes out differences between public and civil area and suggests improvement.
So, try to positive research and analysis about public and civil social workers. Now we make a study for duty satisfaction and problem of social welfare workers, who work in complex social welfare center and welfare Government employees, who work for public welfare. In addition, research improvement with the reality. Make a investigate the matter of duty satisfaction of civil and public social welfare workers, the present condition, problem even improvement with the investigation data.
The purpose of study boil down the following. First, the study on the difference of duty satisfaction to public and civil social workers. Second, understanding problem and defect on the difference of duty satisfaction to public and civil social workers. Third, try to find a improvement to problem and defect.
