한국의 다문화 정책에 관한 연구 = Study on Multi-cultual Policies in Korea

다국어 초록 (Multilingual Abstract)

Currently, the Korean society is being exposed to multicultural circumstances due to the accelerated increase of immigrants, so the Government is carrying out a policy for tolerating immigrants with the motto of 'multiculturalism'. Accordingly, the effective policy IS necessary in aspects of racial·cultural variety and integration.
The present research obtained policy implications through cases of overseas advanced countries after reviewing the policy' system for social integration and rights enhancement of immigrants of our society in a viewpoint of the multicultural society, and further, sought the improvement task of the existing legal' policy system for making our society move toward a real multicultural society.
The Government prepared the law and system for continuously increasing foreign immigrants and multi- cultural families, and is make various efforts for improvement of life quality of foreign immigrants.
However, problems are appearing in securing of effectiveness of the legislated law & system, and a multi -cultural society's range and its basic political idea, etc., and the legal basis on guarantee of fundamental rights and the protection of human rights of foreign immigrants doesn't exist.
Additionally, as multi- cultural policies are duplicated according to an agency, its effectiveness is low and a policy targeting the whole family such as children and spouses, etc. of a multi-cultural family is insufficient, and as the linkage among health-welfare-family domainss insufficient, its political effects are also low.
The present research also proposed securing of cultural identity for enjoying civil rights and obligations, seeking of a cooperative network between the Central and Local Governments, simultaneous consideration of a multicultural policy and social integration, and a detailed policy on construction and strengthening of the infrastructure for adaptation of immigrants.
In conclusion, in order to secure the effectiveness of a multi-cultural policy, the present research suggests to develop a multi-cultural model of a social integration policy suitable to th historical background of the Korean society and to start efforts for managing this effectively from Now, the more developed political intervention for previously preventing and coping with conflicts between races of a multi -cultural society IS necessary on the Korean society. From now on, the Korean society should worry about how it embodies and enriches a multi -cultural policy beyond a direction of the multi-cultural policy, and the worry should be achieved in the whole domains of diverse society integration.

국문 초록 (Abstract)

현재 한국사회는 가속화되고 있는 이주민의 증가로 다문화적 상황에 노출되고 있으며 정부는 ‘다문화주의’를 모토로 이주자를 포용하기 위한 정책을 실시하고 있다. 이에 인종·문화적 다양성과 통합의 측면에서 실효성 있는 정책이 필요하다.
본 연구는 다문화 사회의 관점에서 우리 사회의 사회통합 및 이주민 권리 신장을 위한 정책·제도를 검토한 후, 해외 선진국의 사례를 통한 정책적 시사점을 얻고, 나아가 우리 사회에서 진정한 다문화 사회로 나아가기 위해 기존의 법률적·정책적 체계의 개선과제에 대하여 모색해보았다.
정부는 지속적으로 증가하는 외국인이주자와 다문화 가정을 위한 법·제도를 마련하였고, 외국인 이주자의 삶의 질 향상을 위하여 다각적인 노력을 모색하고 있다. 그럼에도 제정된 법·제도의 실효성 확보, 다문화 사회의 범위와 기본적인 정책이념 등에 문제점이 드러나고 있으며, 외국인 이주자의 기본권 보장과 인권옹호에 대한 법적 근거가 부재한 실정이다. 또한 다문화 정책들은 부처별로 정책이 중복되어 효율성이 떨어지며 다문화가족 자녀 및 배우자 등 가족전체를 대상으로 한 정책이 부족하고 보건·복지·가족영역 간 연계가 미흡하여 정책적 효과 또한 낮은 수준이다.
본 연구는 거시적 관점에서 다문화정책의 개선과제로써 시민적 권리와 의무를 향유하기 위한 문화적 정체성의 확보, 다문화 네트워크로서 새로운 거버넌스의 모색, 다문화정책과 사회통합의 동시적 고려, 이주자의 적응을 위한 인프라구축에 관한 세부적인 정책에 관하여도 제안하였다.
결론적으로 다문화 정책의 실효성을 확보하기 위해서는 한국 사회의 역사적 토양에 맞는 다문화주의 사회통합정책의 모형을 개발하고 이를 효율적으로 운영하기 위한 노력들이 지금부터 경주되어야 한다는 점이다.
이제 한국 사회도 다문화사회의 민족간 갈등을 미연에 예방하고 대처하기 위한 한 차원 발전된 정책적 개입이 필요한 시점이다. 이제부터는 다문화주의 정책의 방향을 뛰어넘어 어떤 내용으로 다문화주의 정책을 구체화하고 풍부하게 할 것인가를 고민해야 하고 그 고민은 다양한 사회통합의 제 영역들을 중심으로 이루어져야 할 것이다.
