The purpose of this study was to examine the managerial role performance of elementary school assistant principals in a bid to suggest ways of improving their role performance.
Two research questions were posed:
1. What is the state of the role performance of elementary school assistant principals in terms of management?
2. What are the ways to enhance their role performance in terms of management?
Literature review and research study were implemented to address the research questions. The subjects in this study were every elementary school principal in a selected county in North Gyeongsang Province, who numbered 18. They were interviewed to find out their role performance in five selected section of school management that involved management of educational objectives, management of an educational system, curriculum management, management of educational conditions and management of educational outcome. As for data analysis, a frequency analysis and content analysis were carried out.
The findings of the study were as follows:
First, educational planning was actually led by head teachers, but assistant principals should take the initiative in that, and the teaching staff should be involved in it as well. The managerial organization was administration-centered and formed by focusing on division of duties, but a curriculum-centered organization were found to be more effective.
Second, the chiefs of the educational affairs sections were responsible for curriculum management through the guidance or advice of the assistant principals, but the assistant principals should play more active roles in that regard in consideration of school size and circumstances, and teachers should be urged to be spontaneously involved in it.
Third, drafting of the budget should be done by focusing on curriculum management. In regard to management evaluation, an internal assessment team should be organized to make a summative evaluation of every process including planning and acting.
Based on the findings of the study, the following conclusion was reached:
First, as for management of educational objectives, assistant principals should gather extensive opinions from the teaching staff to set up educational objectives. They should make out a draft of an educational plan in accordance with school characteristics and the management principles of principals, and an educational planning committee should deliberate on the draft to ensure successful and systematic educational planning.
Second, regarding management of a school organization, assistant principals should empower school members to form a managerial organization in light of school characteristics, school size and local circumstances, and they should try to make the organization work properly as key personnels of it. They should supervise an internal personnel administration committee to guarantee impartial personnel administration, and urge a school board, alumni association, parent association and local community to back up school management with interest. Besides, they should provide a variety of lifelong education opportunities to maintain an amicable relationship with outside people.
Third, as to curriculum management, vice-principals should consider the opinions of teachers as much as possible and offer various kinds of differentiated programs to ensure the school-specific, successful management of curriculum in collaboration with curriculum boards, grade councils, subject-matter councils and councils of head teachers. They should give advice on instructional supervision planning and try to enhance their own teaching professionalism.
Fourth, concerning management of educational conditions, assistant principals should try to keep track of the state of every class to prepare required teaching-learning materials by having a discussion with homeroom teachers, teachers concerned, the chiefs of the administration division and principals. They should draw up a curriculum-centered budget and try to address the needs of teachers by having them involved in budgeting.
Fifth, as for management of educational outcome, vice-principals should make up an internal assessment team to guarantee an objective and rational managerial evaluation, and get an accurate grip on the academic performance of students to give advice on how to boost their academic achievement. One of the best ways to improve the academic achievement of students will be to hold a particular person accountable for that.
