The recent advance of digital and IT has led to the radical changes in media environments. For example, film, broadcasting and video markets have been substituted for and are substituted for digital-based environments. Enormous digital moving images are produced and consumed through new online distribution channels such as internet and IPTV.
Digital information would possibly be reproduced without loss and damage. Besides, it is not affected by tangible media and can give an easy access to distribution through network anywhere.
These features of digital information have provided an opportunity to overcome some limits-loss and damage in length of time and from reproduction-analogue data had in the process of being permanently preserved.
However, the strange phenomenon has happened that a recently surging number of digital information production triggers the rapid disposal and loss of the digital information. Also, no media, hardware or software exists that can reasonably assure long-term accessibility to digital assets. Unless we try to preserve digital information, this era might be considered 'forgotten civilization'.
The entire world has established and operated moving image archives through government and non-government sponsorship, in order to hand down next generation of moving images, such as film, broadcasting and videos, under the perception of such moving images as valuable cultural heritages. Moving image archives are obliged to collect and gather safe digital images and inherit them to next generations. Thus, the aim of this research thesis is at considering effects of the digitalized production and distribution environments of moving image archives, and at analyzing how moving image archives respond to such trend, and then at establishing new roles of moving image archives in digital environments. And, this thesis seek political/ technological/ and institutional strategy for moving image archives to adapt to digital environments and fulfill their duties and grow.
This can be summarized as follows:
First, it requires even more enormous cost than we imagine to preserve digital. Therefore, it needs to develop new business models capable of preserving digital without cease.
Second, it is more important to make the careful judgements on contents worth while to be preserved, given that very enormous contents and information are overflowing in digital environments and it is impossible to collect and keep all of these factors. Also, the recent situations of the rapid disposal and loss of digital information require prompt measures to collect it.
Third, we must remember that the preservation of digital moving images is fundamentally different from the preservation of film and video, and try to establish effective strategies to preserve digital moving images.
Fourth, it is indispensable to establish the system which can manage and control digital archives systematically, so that a series of digital archives could be effectively performed. And, applying standardized technologies need to expand systems and maintain mutual operations.
Fifth, organizational group should cooperate to raise problems surrounding digital preservation and access, and satisfy requests from moving image archives.
Sixth, the choice of image formats and storage media depend on long durability of preservation and low cost. This is one of important matters, so low-priced standardized technologies must be applied to be used/ commercialized for a long time.
Seventh, short durability of digital storage units means, in other words, that the added preservation strategies are required to preserve digital contents for a long time. As convertible media factors, 'Migration' and 'Emulation' are the strategies to be considered.
Eighth, Digitization is desirable to convert to the best quality format to avoid trying again, considering that digital conversion requires tremendous cost and labor. Digital technology can serve to restore film heritages which disappeared.
Ninth, it needs to establish and follow standardized meta-data necessary for linking and searching each organizational data.
Tenth, the primary task of film archives is to preserve and maintain data. At the same time, they are obliged to give an access to the data has been preserved. Moving image archives ought to play a role as 'cinematheque provider' through online, which can attract the impatient audience to 'good films' at anytime and anywhere.
Eleventh, one of the biggest obstacles to interrupt to make contents available is the copyright problem. This thesis proposed the introduction of DB on copyright information and commission management business, in an effort to solve problems of copyright and reinforce available contents.
Lastly, to gather effectively moving images, this suggested the right to replicate and collect non-profit online moving image contents announced to approach without any limit.
