    OECD 회원국의 어린이 안전사고 사망자수를 보면, 한국이 일본에 비하여 무려 2배 이상 높아 어린이 안전에 대한 획기적인 발상의 전환과 적극적인 대책이 필요하다.
    통계자료를 통해 볼 때 우리와 문화적·환경적 요인이 비슷한 일본의 경우 안전교육이 체계적으로 잘 이루어지고 있는 것을 알 수 있다. 따라서 본 연구자는 우리나라 초등학교의 안전교육에 필요한 시사점을 찾기 위해 한국과 일본의 초등학교 안전교육 실태를 비교해 보았다.
    이 연구를 위하여 한국 110명과 일본 100명의 초등학교 교사를 선정하여 설문조사를 실시하였다. 설문의 결과는 SPSS 통계 프로그램을 이용하여 분석하였고 그에 따른 연구 결과는 다음과 같다.
    첫째, 한국과 일본 교사 모두 안전교육이 필요하다고 인식하였고 안전교육이 필요한 이유에 대해 한국교사는 초등학생 때가 안전사고의 위험성이 높은 시기이기 때문에, 일본교사는 일상생활에 필요한 부분이기 때문이라고 인식하였다.
    둘째, 한국교사는 안전교육을 계획하여 실시하고 있으나 학교안전위원회는 활성화되어 있지 않다고 하였다. 일본교사는 현재 근무하고 있는 학교는 안전교육에 대한 관심이 높은 편이고 학교안전위원회도 활성화되어 있다고 하였다.
    셋째, 한국교사가 교통안전과 실내 안전이 중요하다고 하였고, 일본교사는 식품 위생 안전과 유괴 및 성범죄 예방교육이 중요하다고 하였다.
    넷째, 한국교사는 강의와 시청각매체 방법을 이용하여 안전교육을 실시하였고 일본교사는 체험활동 방법을 선호하였다.
    다섯째, 한국교사가 학교에 체육시설, 통학로, 학교폭력 및 성폭력 방지를 위한 환경이 잘 조성되어 있다고 하였고 일본교사는 화재예방 시설이 잘 조성되어 있다고 하였다. 안전사고 예방 측면에서 한국교사는 학교에 안전전문교사를 배치하는 것, 일본교사는 안전사고 사례를 교사, 학생에게 홍보하는 것이 더 효과적이라고 하였다.
    설문 결과를 바탕으로 한국의 안전교육 실태를 살펴보면 한국의 안전교육 실태는 일본과 많은 차이가 없었다. 그러나 계속해서 사고가 빈번히 발생하는 것은 안전교육 계획을 세워서 체계적으로 접근하려는 노력이 부족하기 때문으로 보인다. 따라서 각 학교는 학교안전위원회를 중심으로 연초에 학교의 안전교육 계획을 체계적으로 세워 교사들이 안전교육을 실시할 수 있도록 제도적인 노력을 기울여야 할 것이다.

    As for children's mortality by safety accidents in OECD member countries, that is as many as two-folds in Korea than in Japan. There should be a drastic change in the way of looking at children's safety, and full-fledged measures should be taken to ensure the prevention of safety accidents among children.
    According to statistical data, safety education seems to be on the right track in Japan that is similar to our country in terms of culture and environments. The purpose of this study was, therefore, to compare the state of safety education in Korea and Japan in an effort to give some suggestions on safety education in our country's elementary schools.
    The subjects in this study were 110 Korean elementary school teachers and 100 Japanese counterparts, on whom a survey was conducted. The collected data were analyzed with SPSS program. The findings of the study were as follows:
    First, both of the Korean and Japanese teachers investigated felt the need for safety education. As for the reason, the Korean teachers replied that children were highly likely to be exposed to safety accidents especially in their elementary school days, and the Japanese teachers viewed that as necessary for daily routine life.
    Second, the Korean teachers provided safety education in a more planned way than their counterparts, but they didn't regard school safety boards as well-functioning. The Japanese teachers found their schools to pay more attention to safety education than the Korean teachers, and they viewed school safety boards as well-functioning.
    Third, the Korean teachers attached more importance than their counterparts to traffic safety and indoor safety. The latter put more emphasis than the former on the safety and sanitation of food and preventive education against sexual crime.
    Fourth, the Korean teachers relied more on lecture and audiovisual methods than the Japanese teachers when they offered safety education, and the latter had a more liking for hands-on activities.
    Fifth, the Korean teachers considered their schools than the Japanese ones to be better equipped with physical education facilities, to be more convenient for attending and to be better ready for the prevention of school violence and sexual violence. The latter deemed their schools to be better prepared for fire prevention. As for the prevention of safety accidents, the Korean teachers believed that it would be more effective for each school to be equipped with a teacher exclusively responsible for safety, and the Japanese teachers found it more advisable to inform teachers and students of safety accident cases.
    Given the findings of the study, there wasn't a large disparity between Korea and Japan in the state of safety education. Nonetheless, a lot of accidents have continued to take place, and the reason seems to be a lack of well-planned approaches to safety education. Every school should direct its efforts into mapping out systematic safety education programs in the beginning of every year and letting teachers provide safety education in accordance with the programs, and school safety boards should take the initiative in it.
