우리나라 보건산업의 구조와 투자파급효과 분석 = Analyses on the structure and economic effects of investment in the Korean health industry

국문 초록 (Abstract)

이 연구는 산업연관모형을 이용하여 보건산업에 대한 투자가 보건산업 및 여타산업에 미치는 직·간접적인 효과를 산업별·유발계수별로 비교·분석한 논문이다. 특히 이 연구에서는 최근 보건산업 분야의 신산업 출현과 세분화 추세를 고려하여 기존의 연구에서 주로 사용한 통합대분류(28개부문) 방식과는 달리 통합소분류(168개부문) 방식을 1차 분석대상 자료로 사용하였으며, 구체적으로는 5개의 보건산업을 하나로 부문통합한 143개 부문 산업연관표와 5개의 보건산업을 각각 반영한 147개 부문 산업연관표를 재작성하여 분석하였다. 아울러 이 중 한방산업을 별도로 분류하여 5개 한방산업을 부문통합한 144개 부문 산업연관표와 5개의 한방산업을 각각 반영한 152개 부문 산업연관표를 재작성하여 분석하였다.
기존의 연구와는 달리 분석수단을 확대하여 주요 분석수단에는 산업별 각종 유발계수(생산, 부가가치, 고용, 수입) 및 영향력계수와 감응도계수, 그리고 보조 분석수단에는 산업별 기타 유발계수(피용자보수, 영업잉여, 생산세, 취업) 등 다양한 분석수단을 활용하였으며, 투자분석 결과에 따르면 보건산업의 경우 특히 생산, 부가가치, 고용 및 생산세 등 주요 거시경제변수에 직·간접적으로 미치는 경제적 파급효과가 매우 큰 것으로 나타났다.
따라서 정부가 보건산업 또는 한방산업정책을 수립할 경우 정책효과를 상대적으로 비교할 수 있는 투자파급효과에 대한 정확한 정보를 활용할 필요가 있으며, 정부의 보건산업이나 한방산업에 대한 투자도 이제는 산업별·유발계수별 파급효과의 상대적인 크기를 고려하여 좀더 종합적·체계적으로 투자관리를 해 나감으로써 국민건강 관련 예산을 좀더 효율적으로 사용하여 보건산업(한방산업)에 대한 투자의 효율성을 높여나가야 할 것이다. 특히 이 논문에서는 개별 보건산업(한방산업)별 특수성을 고려하여 투자를 안배하고 전략적으로 보건(한방)분야의 성장유망 산업을 선택·육성함으로써 향후 보건의료 분야의 신산업 발굴이나 창업에 도움을 줄 수 있는 판단근거를 제공하고자 한다.

다국어 초록 (Multilingual Abstract)

This paper is carried out to compare and analyze both the indirect and direct effects by the Input-Output analysis model which the investment on the health industry with the korean medical one has an influence on the health industry and the other ones. And the paper also looks at current trend in new industry growth in the field of health industry and subdivision.
Instead of 28*28 Sector Tables which was being used in the existing research, 168*168 Sector Tables was used as the first analysis tool. The Input-Output Tables was rewritten and analyzed according to new approach. Unlike the existing research, more various analyzing steps were used in this paper. The induced coefficients such as products, value-added, employment, imports, backward and forward linkage effect were used as the main analysis tools, while industrial induced coefficients such as employee's pay, sales surplus, product tax and employment were used as the subsidiary tools.
The result of investment analysis shows that health industry have far-reaching effects on the major macroeconomic factors such as products, value-added, employment and product tax and so on. Therefore, the comprehensive and systematic management of the government in the investment on the health industry are needed to improve the effectiveness of investing on the health industry.
