Women's Hotline,『1366』, established on New Year’s Day of 1998 has provided female victims of domestic violence, sexual abuse, and prostitution with one-stop service 24 hours and seven days all year, functioning as an advance base of risk intervention.
The present study has a purpose, first, to examine『1366』counselors' self-efficacy, second, to study influential variables such as self-esteem, work environment, job satisfaction, and achievement motivation, and, finally, to investigate the effect of those variables on the self-efficacy.
Furthermore, based on the results, this study intends to suggest how to improve『1366』counselor's self-efficacy in order to increase the counselling service quality and to consistently maintain it as well.
As of Sep 2008, the population, 163 representatives and counselors working in the 17 divisions of the country participated in the survey. 158 surveys were finally used in the statistical analysis. The data collecting period was ten days since Sep 22nd. The collecting method was mailing structured surveys and receiving replies.
Main research findings are as follow.
First, counselors were all females because of the characteristics of the institute. Counselors aged over 40 was more than a half of the total. Also, 43.0 percent had an education level over graduate schools.
Second, the self-efficacy was rated 3.79 out of 5.0, which is similar or higher than that of domestic social workers from previous research.
Third, the score of self-esteem was 4.12, higher than the score of self-efficacy, which might be attributed to the pride that they are performing a socially desirable job.
Fourth, the average of all work environments was quite high, 4.08. It might be because survey items were concerned with internal values of the job, like belief and attitude, not with external work conditions.
Fifth, the job satisfaction was scored the lowest, 3.02, which seems to reflect counselors' dissatisfaction with the poor treatment in『1366』
Sixth, the achievement motivation was averaged at 3.96, similar to the self-efficacy. The high score in the fear of failure, that is an obstructive factor of achievement motivation, is likely to be caused by the concern about learning new skills due to their relatively high age.
Seventh, self-esteem, work environment, job satisfaction, and achievement motivation are found to have significant effects on self-efficacy in following order: achievement motivation, work environment, and self-esteem. On the other hand, job satisfaction that had been seen influential in previous research was not significant.
Based on the results described above, following suggestions are given for the improvement of『1366』counselors' self-efficacy.
First, such programs to increase counselor's self-esteem should be developed and implemented to all counselors. As a society being complicated, diverse counselling contents need to be specialized, for example, legal issues. Thus, counselors' specialty increment through various education programs could be beneficial to clients with sufficient information offered. In addition, it is also expected to improve counselors' pride and self-esteem.
Second, for the amelioration of work environment, the steep raise of national budget should be achieved.『1366』counselors are in the special work environment, working 24 hours. Nevertheless, their pay is below what is stated on the Labor Standard Act, which makes recruiting capable counselors difficult. Also, low satisfaction with work environment could prevent them from having positive attitude. Thus, pay increase and financial support for night work should be considered with national budget increase.
Third, the current organizational structure requires modification so as to improve counselor's achievement motivation. Since there are simply a representative and counselors, a new promotion system with more levels is necessary, considering counselors' career and ability. It would elevate their achievement motivation with positive attitude to the job.
Conclusively, if those suggestions are realized - special education, appropriate reward, and promotion policy change - 『1366』counselors would have more positive attitude during the work. As a result, the high quality service, the ultimate goal of『1366』, could be assured and the institution would keep making progress.
