최근 급속히 다문화사회로 진입하고 있는 한국 사회에서 타집단에 대한 이해와 존중을 다루는 다문화교육의 관점의 실현은 시급한 교육 과제 중의 하나이다.
구성원 내부의 상호 이해와 존중, 다양성 인정, 공감적 이해 과정을 다루는 다문화교육의 이상은 다원화된 사회에서 요구되는 사회과에서의 세계 시민의 자질과 방향이 같다고 할 수 있다.
다문화교육에서 문화란 음식, 전통의상과 같은 문화 유물이나 축하 행사를 나열하는 관광적 교육과정이 아니라, 학습자가 타인과 상호 작용하는 방식, 관습과 같이 일상적인 매일의 생활 방식이다. 따라서 다문화교육에서 매일의 생활 방식과 학급 활동을 연결시키는 것이 중요하며 문화적으로 평등한 교육 프로그램을 제공하는 것이 중요하다 하겠다.
이러한 관점에서 본 연구에서는 4개의 가상 국가를 제시하고 그 국가의 사정에 입각하여 생각을 발표하게 하고 그 국가에 속한 국제적 사례에서 국가의 입장을 옹호하게 하는 시뮬레이션 방법인 ‘가상 국민 되어 보기’ 활동을 활용한 프로그램을 구성하여 다문화적 상황을 체험시키고자 하였으며, 아동들의 인식의 변화를 살펴보았다.
본 활동에서의 문화는 매일의 생활과 연계된 일상적인 것이고, 다른 사람과 상호작용 하는 것이며, 인식의 실천과정이다. 각기 다른 주제로 세 차례의 협상을 진행하였고, 비판적 토의 과정을 거친 결과 다음과 같은 결론을 얻을 수 있었다.
첫째, 국가는 그 국가의 문화를 대표하는 집단이라 할 때, 활동 전·후로 ‘국가’와 ‘문화’에 대한 선호도 설문 조사 결과 개인의 직·간접적인 경험과 ‘영어’라는 언어가 중요한 요소로 작용하였다. 또한 ‘가상 국민 되어 보기’ 활동에서 연구 대상자들은 자신이 속한 가상 국가의 이름과 국기를 정하고 각 국가의 상징물을 정하였다. 이 과정에서 사고의 중심에 영화나 게임, 만화 같은 가상공간이 큰 비중을 차지하고 있는 아동들의 생활 세계도 엿볼 수 있었다. 앞으로의 사회과 교육에서 다문화교육과 관련하여 무슨 내용을 어떤 방법으로 다루어야 하는가에 대한 논의에서는 학습자들의 이러한 측면이 고려되어야 할 것이다.
둘째, 방법의 문제이다. 학습자들은 가상의 국가이지만 국가의 상징체계를 정하고 행정 부서를 조직하고 대표자 및 행정 부서 역할을 맡아 협상에 임하는 과정에서 국민으로서 소속감과 책임감을 느끼며, 정치의 의미를 체험하고 나름의 정치 참여 방법을 습득하고 있었다. 또한 국가 이름을 정하고 국기를 만들고 상징체계를 정할 때에는 소극적으로 참여하던 학생이 국가의 대표자가 되어 협상에 임하자 적극적인 자세를 가지고 국가의 대표자의 역할을 실제 사건과 관련지어 인식의 관점을 새롭게 정립하였다. 이는 학습자들의 역할 부여와 아울러 다문화 상황에 적극적으로 참여할 수 있는 방법 선택이 중요함을 시사한다.
셋째, 공존과 통합의 관점이다. 학습자들은 각 국의 입장에서 협상에 참여하면서 가상 국가의 국가 정책 및 교육의 기본 방향이 국민들의 의식에 많은 영향을 끼침을 알 수 있었을 것이다. 즉 사후 설문 문항 중 편견 및 차별에 대한 아동들의 인식은 본 활동에서 어느 가상 국가의 국민이었는가에 따라 다르게 나타나며, 각 국가의 대표자들과의 면담에서도 가상 국가의 국가 정책 및 교육의 기본 방향과 국가의 대표자의 인식이 무관하지 않음을 알 수 있었다. 이는 다문화교육의 기본 관점을 아동들에게 인식시키는 것이 중요하며, 공존의 교육이어야 한다는 점을 시사한다. 이와 같은 맥락에서 다문화교육은 국내의 외국인들만이 아니라 탈북자(새터민)나 장애인 등 다양한 계층을 아우르는 공존과 통합의 관점을 지향해야 할 것이다.
넷째, 3차 협상 직전에 희망하는 아동에 한해 국적을 바꾸어 봄으로써 타인의 감정과 나의 감정을 동일시하는 감정 이입의 과정을 통해 집단내의 다양성을 인식하고 차별에 대한 비판적인 시각이 형성되는 계기가 되었다. 또한 나와 다른 이들에 대한 관심은 국적을 변경한 아동들의 국적 변경 전 국가에 대한 관심으로 나타났다. 타인에 대한 관심은 유사점과 차이점을 가지고 있는 개인과 집단의 다양성을 존중하고 협력을 중시하는 마음으로 발현된다고 할 때, 다문화교육에서는 구성원간의 공감적 이해 과정을 다루는 실천적 측면이 중시되어야 할 것이다.
끝으로 다문화교육에서 변화된 인식이 일회성 행사가 아니라 계속적으로 실천될 수 있도록 학습자들에 대한 격려가 필요하며, 이러한 과정을 통해 긍정적인 자아 개념 및 집단 정체성이 형성될 수 있도록 해야 할 것이다.

In Korean society, which currently is entering rapidly into the multicultural system, the realization of the viewpoint of multicultural education that addresses understanding of and respect for other groups is one of the urgent educational tasks.
The direction of the ideals of the multicultural education that deals with mutual understanding and respectfulness, appreciation of diversity, sympathetic process of understanding among inner members is the same as that of the features of the global citizen in social studies that are required in a pluralist society.
The culture in the multicultural education is not a tourist educational course in which cultural legacies including foods and traditional costume, and celebrative events are listed, but it is a routine daily life style including ways and conventions in which learners interact with others. Thus, it is said to be important in the multicultural education to connect the routine daily life style to class activities, and to provide culturally equal educational programs.
From this perspective, this study has presented 4 virtual countries, and tried to get children to experience multicultural situations by constructing a program utilizing the activity of ‘Adopted Country’, a simulation method that makes children present their thoughts on the basis of the conditions of each country and advocate each country’s stance within the international cases that belong to it. Then, this study has examined changes in the children’s recognition.
The culture in this activity is a routine associated with daily life, an interaction with others, and a course of practicing the recognition. The children has undergone three occasions of negotiation in different themes, and gone through certain courses of critical discussion. As a result, we have reached the following conclusions.
First, given that a state is a representative group of the country’s culture, the results from the survey on the preference of countries and cultures before and after the activity show that the individuals’ direct and indirect experiences and the English language worked as important elements. Also, in the activity of ‘Adopted Country,’ the subjects made up the name of the countries that they belonged to, created the national flags, and determined the emblem of each country. Through this course, I was able to see the children’s world in which virtual spaces including films, games, and cartoons account for a great portion. These aspects of learners should be considered in the discussion of what contents are needed to be dealt with in which way with respect to the multicultural education in social studies education in future.
Second, there are issues of methodology. In the course of establishing the countries’ symbolic systems though they were virtual, organizing administrative departments, and playing roles of representatives and administrative officials in negotiations, the learners had the sense of affiliation and responsibilities, experienced the meaning of politics, and acquired their own ways of political engagement. Also, once engaged in negotiations as national representatives, some students who had only passively participated in the establishment of the names, flags, and symbolic systems of the countries have set up new viewpoints of recognition by relating their roles of national representatives to actual events. This suggests that in addition to the assignment of roles to learners, the selection of methods that make them actively participate in multicultural situations is important.
Third, there are issues of the viewpoint of coexistence and integration. While engaging themselves in negotiations in the position of each country, the learners seemed to be able to realize that the national policies and fundamental directions of education in the virtual countries had much influence on their citizens. That is to say, we can find out that the children’s recognition of prejudices and discriminations among other items of the questionnaire revealed differences depending on which country the children were affiliated with, and that the national policies and the fundamental directions of education in the virtual countries were not unrelated to the national representatives’ recognition. This indicates that it is crucial to make children recognize the fundamental viewpoints of the multicultural education, which should be an education of coexistence. In this context, the multicultural education should be oriented toward the viewpoint of coexistence and integration that subsume a variety of classes including North Korean defectors (Saeteomin) and the handicapped as well as the domestic foreigners.
Fourth, the nationality exchange that was allowed only for those children who wanted to change their nationality provided an opportunity to recognize diversities within groups through the course of empathy with which they identified their own feelings with others’, and to form a critical viewpoint of discrimination. Also, the interest in others turned into the concern about the countries that the nationality changed children had the nationalities of. Given that the interest in others are manifested with the mind that has respect for diversities of individuals and groups that have similarities and differences, and values collaboration, the practical side on which the course of sympathetic understanding among members should be taken to be important in the multicultural education.
Lastly, it is necessary to encourage learners to practice the changed recognition by the multicultural education not in a temporary event but continuously, and we should help them to form positive self concepts and collective identities through such a course.
