In unification problems of a divided country, social integration will be defined as the overall unification of social system which includes awareness of members who have different social system and their values. If political, legal integration means a short-term integration, social unification means a long-term process.
Existing various researches on unification problems of the Korean Peninsula, have emphasized only plans of systematic integration and strategy and necessity to realize it. Hereupon, they have limitations to be biased to methodology of integration. Since they have focused on external side of unification only, concerns to solve situation and problems, might happen when unification is realized, have been considered barely. Therefore, at this point that future-oriented approach is being required to solve social, cultural troubles, which will happen during the process of unification or after that, this study has the main purpose to analyze process of social integration in the United German, troubles and causes, happened during the process, and adaptation process of North Korean defectors ('Sae tomin') in South Korea and find desirable problems of social integration of the Korean Peninsula.
This study tried to consider ways of social unification in South and North Korea and propose practical direction of social unification and its problem. Hereupon, this study was studied to propose implications through a process of social unification in the United German, process of adaptation of Sae tomin in South Korean and analysis of their actual conditions.
Unification of Eastern, Western German is considered to be a success in institutional integration of politics and economy and a fail in social integration. This experience of social integration in German proposes several implications as following.
Firstly, sincere unification is social, cultural unification, not politic, economical unification and this is much harder and long-term problem.
Secondly, social, cultural unification has to be formed, based on mutual respect on the assumption of change of each other.
Thirdly, we have to get over a shock, which happens during the unification and promote mutual understanding.
Fourthly, we have to pay attention to economical gap between Eastern, Western German, happened during the unification and solution process of mental problems hereupon.
Fifthly, we have to have understanding and respect on the past of opponents to come over such troubles.
Maladjusted examples of Sae tomin in South Korea suggest valuable meaning as much as examples of United German. Problems of adjustment of Sae tomin in South Korea cannot be solved as individual's problem. The problem to make them adjust South Korea successfully would be an important problem to forecast the future of the united society in Korea. Firstly, we need to make continual plans for a long period to make Sae tomin adjust in South Korea successfully.
Secondly, economical independence and social, cultural unification are important to make them settle in South Korea safely.
Thirdly, we need to change recognition about Sae tomin, who tries to settle this community.
Fourthly, we have to establish an organic support system in private and local community. Lastly, to settle in South Korea on wheel, an adamant will and try of Sae tomin are needed.
If hypothesize that social try for unification is required from earlier of unification preparation to minimize the aftermath of unification, the prior problem is mutual understanding through an increase of social, cultural exchange in South and North Korea.
Secondly, we have to try to remove all kinds of oppositions and troubles in the inside to unify society in South and North Korea.
Thirdly, we need to make continual economical development to expand democratic welfare system and shorten economical gap between South and North Korea first.
For example, we need various programs such as democratic education to shape desirable unification culture, rational education about unification and adjustment program for North Korean.
Lastly, we have to pave the way for internal and international environmental condition to support our unification.
We have to ensure supporting of surrounding countries for unification and use change of international environment properly.
As mentioned as above, during the process of unification, in East and West German, the aftermath was extremely serious. For instance, there were many economical problems and social, cultural troubles such as enlargement of aftermath by insecure prices and support for Eastern regions, slowdown of economic growth and increase of unemployment rate.
Especially, maladjustment of Eastern people against systematic supremacy of Western people and new system in the United German, disappointment of being alienated and discontent, foresee social, cultural troubles that will happen after the unification in Korea. We can see that social, cultural integration is a long-term problem on the assumption of changes through mutual understanding, in examples of Sae tomin.
In order to them adjust successfully, we needed constant policy for economical independency to solve problems of social, cultural unification.
In conclusion, we will have to design practical method of social unification and substantial precautions to devise approach of social unification, at the starting point to introspect the situation in South and North Korea.
