The early-childhood educational welfare is one sphere of social welfare in order to collectively reinforce the level in education, culture, and welfare through cooperation with community, aiming to secure educational opportunity in low-income households within region whose educational and cultural environment is relatively inferior.
This study targeted kindergarten teachers who play the most influential role in early childhood, and aims to examine information necessary for planning and practicing the efficient early-childhood welfare. Furthermore, a teacher is a beneficiary in early-childhood welfare, and simultaneously, performs a role of a supplier who offers early-childhood welfare service. Thus, for this, regarding teachers' recognition on necessity for early-childhood educational welfare, on necessity for a program, and on necessity for activity of an expert in early-childhood educational welfare, a plan for activating an expert of early-childhood educational welfare was aimed to be suggested by grasping difference depending on a type in facilities, the investment- preferential area for early-childhood educational welfare, non-investment area, and training experience.
In order to achieve this research objective, the theoretical background was examined about the definition and policy goal of educational welfare, the necessity and program for early-childhood educational welfare, a support system, a role of an expert in early-childhood educational welfare, and an intervention model of early-childhood educational welfare, as a literature research. Based on this, targeting the teachers for publicly-attached kindergartens who work at kindergartens in Seoul area, teachers for private kindergartens, the teachers for private kindergartens in the investment-pre- ferential region of early-childhood educational welfare, and the teachers for publicly-attached kindergartens in the investment-preferential region of early-childhood educational welfare, 210 copies in questionnaire were widely distributed via postal service, e-mail, and a visit. And then, 168 copies(77%) were collected. Among those copies, 6 questionnaires with insincere response were excluded. 162 copies were utilized for the final analysis.
Regarding data processing, in order to examine respondents' general characteristics after computational coding and inputting, the respondents' general characteristics were analyzed by using Frequency Analysis and Descriptive Analysis. The recognition on early-childhood educational welfare was carried out with T-test and Anova.
Given synthesizing the findings,
First, in teachers' recognition on early-childhood educational welfare, its necessity was being recognized in order to effectively achieve educational welfare. In case of teachers in the investment-preferential region for educational welfare, teachers for publicly-attached kindergartens, and teachers with training experience, the necessity for continuously expanding to carry out a program is being indicated highly in order to activate early-childhood educational welfare.
Second, in the necessity for a program of early-childhood educational welfare, the recognition of necessity was indicated to be higher in teachers for publicly-attached kindergartens, teachers in the investment-preferential region for early-childhood educational welfare, and teachers with training experience. As for commonality in recognition, the importance in the psychological and emotional aspect was indicated to be high. This is suggesting the importance of promoting mental health in psychological dimension and the importance of an emotional support, through individual counseling and group counseling, a family visit and family counseling, diagnosis of difficult elements in learning, diagnosis and therapy for small children with maladjustment, and mentoring service in the psychological and emotional aspect given carrying out a program targeting small children in farming and fishing villages and in urban low-income brackets.
Regarding the recognition of teachers with training experience on necessity for program, the recognition of programs is being indicated highly on after-school classroom, evening-protection classroom, health examination and treatment, and a support for preparatory materials in learning.
Third, in the recognition of necessity for a role of an expert in early-childhood educational welfare, the recognition of teachers with experience was indicated to be high in an expert's role in the publicly-attached kindergartens and the investment region. In the recognition of sub-spheres according to an expert's role in the publicly-attached kindergartens and the investment region, the recognition was indicated in common on necessity for clinical therapy in small children, namely, on necessity for guiding small children with anxiety and maladjustment, carrying out psychological test and aptitude test, and performing individual counseling and group counseling. Given examining necessity for a role of teacher with training experience, the necessity is being emphasized with findings that a role of an expert in early-childhood educational welfare includes managing the cases of small children, namely, managing examination of records on small children, offering small children's problematic cases to teachers, and preparing a record and a report on early-childhood welfare service.
Fourth, in the activity and type of an expert in early-childhood educational welfare, the necessity for the activity of an expert in early-childhood educational welfare can be seen to be high recognition with 90.7%. Kindergarten teacher's peculiar duty is realistically heavy, thus there is necessity of making a given condition in order to be capable of carrying out duty in educational welfare. Regarding the activity of an expert in early-childhood educational welfare, the activity is being formed now by having a stronghold as the regional Office of Education in Seoul area. In order to achieve the objective and effect of early-childhood educational welfare, it is effective to be ultimately employed in a residing type at kindergarten. However, given considering financial difficulty in the initial stage, a plan may be considered for expanding the conventional method of being mutually connected kindergartens by having a stronghold as the regional Office of Education and for utilizing social worker in other welfare institution within community.
As the above, a research on kindergarten teachers were examined about early-childhood educational welfare. The necessity for early-childhood educational welfare is being highly recognized. Thus, in order to be successively formed the early-childhood educational welfare, the systematically financial support needs to be sustained. There will be necessity of implementing a system in order to protect children in young stage that reflected teacher's needs, and a system available for being conducive to all the families. A role of an expert in early-childhood educational welfare will need to be institutionalized, settled, and expanded to be carried out.
