경찰의 음주운전 예방대책에 관한 연구 : 음주운전 자체사고 유발요인분석을 중심으로 = A research of the police on the preventive policy for drunken(Focused on causes of drunken driving accident and trigger factors)

The police is the power institution of ordering and compelling to the people in case of need because it should perform the activities of maintaining the peace and order of social public and suppressing and controlling, relieving and protecting in the scenes of a crime, an incident and an accident. Thus, power exercise inevitably accompanies the activities. In some cases, as a result of an extremely small number of policemen's wrong behaviors or improper measures in the process, the whole police organization is criticized.
The act of drunken driving by a policeman enforcing a law among them is intensively criticized by the people whenever it causes an accident. It does not reduce despite continuously educating him or her not to do it and working out a countermeasure against it. Therefore, I want to seek effectively preventive measures against it and present a plan for revitalizing preventive measures against it to improve them.
To achieve the purpose of this study, I made a questionnaire survey to 300 police officials working in the whole country regardless of a rural district, a fishing village and an urban area to confirm whether the positive research model derived through the study of literature is a useful model including the factors of causing actual police official owner drivers to do drunken driving, and presented suggestions based on the results from a positive analysis
First, the results are summarized as follows.
First, analyzing whether the factors of causing drunken driving as personal factors affect the intention of doing it showed that for a police official, an attitude toward it, a subjective norm toward it and perceived behavioral control affected the intention. It was clear that a policeman's good attitude and subjective norm toward it as well as a low level of his or her perceived behavioral control lowered the intention.
Secondly, analyzing the effect of short-term pursuit of facility, physical environment, preventive education against drunken driving, past drinking behavior and culture of dining together, which are the factors of causing drunken driving as environmental factors, on the intention of doing drunken driving showed that in case of a drunken driver as a policeman short-term pursuit of facility, physical environment and preventive education against drunken driving did not have different effects on it and only past drinking behavior had an important effect on it.
Based on the above results I presented the following plans for preventing and eradicating a police official's drunken driving.
It can be said that preventing a police official's own accidents has the greatest effect when all policemen voluntarily participate in it by sympathizing with it and that in drunken driving among them ethical education for changing consciousness is above all important. Nevertheless, the preventive and ethical education for the police's own accidents which is usually performed in it is only one-dimensional. Thus, it is necessary to specialize the preventive education for its own accidents including drunken driving and, especially, subdivide policemen's careers and its curriculum, reinforce traffic safety education and make traffic accident image education program related to drunken driving. Besides, it is imperative to cultivate an expert in ethical education, purify policemen themselves and take a positive practical attitude. Also, it is necessary to prepare the effective educational programs for police officials such as education of enabling police official owner drivers to recognize the importance of preventing drunken driving and have the habit of driving safely, stress management, alcohol education and personality test.
Finally, I clarify that the findings of this study making no great difference from those of the existing preceding studies focused on establishing a direction for eradicating the drunken driving in the organization through a more in-depth investigation into police officials.

국문 초록 (Abstract)

경찰은 사회공공의 안녕질서를 유지하고, 범죄 및 사건·사고의 현장에서 진압과 제지, 구호 및 보호활동을 수행해야하므로 필요한 경우 국민에게 명령하고 강제하는 권력기관이다. 따라서 경찰활동에는 권력행사가 필연적으로 수반되며, 이 과정에서 극소수의 경찰관들의 잘못된 행동 또는 부적절한 조치의 결과로 경찰조직 전체가 비난의 대상이 되는 경우가 있다.
그 중에서도 법을 집행하는 경찰관의 음주운전 행위는 사고가 발생 할 때마다 국민들로부터 비난의 강도가 높다. 음주운전에 대한 지속적인 교육과 근절대책에도 불구하고 음주운전은 감소하지 않고 있어 이에 대한 효과적인 예방대책을 모색하여 경찰공무원의 음주운전 예방대책을 개선하기 위한 활성화 방안을 제시하고자 한다.
본 연구목적을 수행하기 위해 문헌연구를 통해서 도출한 실증연구모형이 실제 경찰공무원 자가운전자들의 음주운전 유발요인을 포괄한 유용한 모형인지를 확인하기 위하여 농·어촌과 도시지역 근무지를 구분하지 않고 전국에서 근무하고 있는 경찰공무원 300명을 대상으로 설문조사를 시행 하였고, 실증분석결과를 바탕으로 시사점을 제시하였다.
먼저 실증 분석 결과를 요약하면 다음과 같다.
첫 번째 개인적 요인으로 음주운전 유발요인이 음주운전 의도에 영향을 미치는 지를 분석한 결과 경찰공무원은 음주운전에 대한 태도, 주관적 규범, 지각된 행동 통제력, 음주운전의도에 영향을 미치는 것으로 나타났다. 이는 경찰관의 운전에 태도가 좋을수록, 주관적 규범이 좋을수록 음주 운전 의도는 낮아지고, 지각된 행동 통제력이 낮을수록, 음주운전 의도가 낮아지는 것으로 알 수 있었다.
둘째, 환경적 요인으로 음주운전 유발요인인 단기적 편익추구, 물리적 환경, 음주예방교육, 과거음주행동, 회식문화 중에서 음주운전 의도에 미치는 영향을 분석한 결과, 경찰관 음주운전자의 경우 단기적 편익추구, 물리적 환경, 음주예방교육 효과에 다른 영향을 미치고 있지 않았으며, 과거 음주행동만 중요한 영향을 미침을 알 수 있었다.
이상의 실증연구결과를 토대로 경찰공무원의 음주운전 예방과 근절방안을 다음과 같이 제시하였다.
경찰공무원의 자체사고는 경찰관 전 직원이 공감대를 형성해 자발적으로 참여할 때 그 효과가 가장 크다고 할 수 있으며 그 중에서도 음주운전은 의식전환을 위한 윤리교육이 무엇보다 중요하다고 할 수 있다. 그럼에도 통상 경찰 내에서 행해지는 자체사고 예방교육 및 윤리교육은 일차원적인 강의수준을 벗어나지 못하고 있는 것이 사실이다. 따라서 음주운전 등 자체사고 예방 교육을 전문화 할 필요가 있으며, 특히, 경력·과정별 등을 세분화하고 교통안전교육의 강화 및 음주관련 교통사고 영상교육프로그램을 만들 필요가 있다. 아울러 윤리교육전문가를 양성하고 스스로의 자정과 실천하려는 적극적인 자세전환이 요구된다. 또한, 경찰공무원의 자가운전자들에게 음주운전의 중요성 및 안전운전 습관을 가질 수 있도록 하는 교육, 스트레스관리, 알코올 교육, 성격검사 등 경찰관공무원들에게 효과적인 교육프로그램을 마련할 필요성이 있다.
마지막으로 본 연구결과는 기존 선행연구와 큰 차이를 보이고 있지는 않지만 경찰공무원들에 대한 보다 심층적인 조사를 통해 조직 내 음주운전 근절을 위해 나아갈 방향 점을 설정해 보는데 주력하였음을 밝혀둔다.
