The main purpose of this research is to further understand the philosophy of Korean social welfare focusing on the Communitarian Liberalism.
The philosophy of social welfare is reflecting a trend of Communitarian Liberalism as it is coming towards the modern days, by going through many conflicts between Liberalism and Communitarianism. This is an effort to achieve self-realization through the Liberalism and at the same time, recreate and improve community through the Communitarianism.
For this reason, Commune, which is one form of Community that is popular in advanced country like U.S. must be appreciated because it guides us many suggestions at different aspects. One aspect is that formation of small individual community was possible while the whole entire community was still maintaining its Liberalism. Therefore, it suggests that in order to make Communitarian Liberalism more applicable to real world, Liberalism must be based as a model to the whole community and within that context ; small individual communities can be formed.
Now, we've come to question for a better answer to the Social Welfare philosophy that is applicable for Korean community. Korean community values nature of Community and communitarian value more that European countries due to the Confucianism and Filial piety that once dominated its country. Hence, the government has to understand and support weakened family's welfare function that has resulted from maintaining this Community called family. One good example for this would be the welfare for the aged, which is 'government-family-individ
ual' method. This method is efficient because family serves as a messenger between government and one individual. Through this, we can make government's social welfare policy more than just a simple financial support.
After considering these perspectives, the solution for today's Korean social welfare philosophy is the application of Communitarian Liberalism that achieves the self-realization through the Liberalism and simultaneously, recreate and improve community through the Communitarianism.
