수석교사제의 효과적인 운영방안 모색

국문 초록 (Abstract)

본 연구는 수석교사제를 둘러싼 주요 쟁점 사항과 수석교사제의 시범운영 현황 및 시범운영 과정에서 나타나는 문제점을 분석하고 외국에서의 수석교사제 운영 사례를 분석하여 시사점을 찾아 수석교사제의 효과적인 운영방안을 모색하는 것을 목적으로 한다.
이러한 목적을 달성하기 위한 구체적인 연구 문제는 다음과 같다.
첫째, 수석교사제 운영의 주요 쟁점은 무엇인가?
둘째, 수석교사제의 시범운영 현황과 문제점은 무엇인가?
셋째, 수석교사제의 효과적인 운영방안은 무엇인가?
본 연구는 수석교사제에 관한 문헌연구 방법에 의한다. 수석교사제의 시범운영 현황과 문제점은 관련 보고서를 분석하여 살펴보았다.
본 연구를 통하여 얻어진 결론은 다음과 같다.
첫째, 수석교사제 운영의 주요 쟁점은 수석교사제의 도입 목적, 교사의 전문성 신장, 교단 과열 승진 경쟁 해소, 교단교사 우대 등으로 볼 수 있다. 또한 수석교사의 정원을 어느 정도로 하며 수석교사의 역할에 상당하는 우대책을 위한 후속대책을 어떻게 할 것인지 등이 쟁점이 되고 있다.
둘째, 수석교사제의 시범운영 현황은 2008년 3월부터 2009년 2월까지 전국적으로 수석교사 172명을 선발하여 운영하고 있으며, 수석교사 시범운영의 문제점은 수석교사의 역할과 그에 맞는 직무를 명확히 규정하지 못하는 점이다.
셋째, 수석교사제의 효과적인 운영방안을 모색해보면 우수한 수석교사를 선발하기 위한 자격기준 강화와 수석교사의 전문성을 신장시킬 수 있는 연수를 강화해야 한다.

다국어 초록 (Multilingual Abstract)

This study is to aim to find an effective managements of master teacher system after analyzing examples of other countries, and the problems which occurrent the process of test operating of the master teacher system, and status of the master teacher system and thorny issues around the master teacher system.
The first, what are the thorny issues on management of the master system teacher?
The second, what are the problems and status of the test operating of the master teacher system?
The third, what is the effective management of the master teacher system?
This study has done by library classification on the mater teacher system. The problems and status of the mater teacher system were examined by analyzing related reports.
The results of this study are as follows:
The first, thorny issues were shown as the purpose of the mater teacher system, increment of teacher's profession, solving of the teacher's excessive promotion competition, incentive for in-service teachers. Also the scale of personnel, and follow up measures for incentives of the mater teachers were shown as thorny issues.
The second, test operating of the mater teacher system has been doing from 2008.3 to 2009.2 with 172 master teachers around the nation.
The third, to find an effective management of master teacher system, it needs higher standard to pick out good teacher and higher grade training to increment profession.
