    The modern society can be characterized as a network society and the purpose of this study is to highlight the urban planning process from policy network perspectives. In a network society there are limitations in approaching the public policy process via the conventional bureaucratic paradigms. Policy network model considers policy makers, relations among policy makers and interactions as important players in distribution of resources. This paper undertakes a study using a policy network model widely researched in western Europe to analyze urban planning process of the Republic of Korea and it can be summarized as follows.
    The study first looks at policy network models and public policy process design models as a pre-study. Series of new research trends replacing existing discussions on public sectors and markets is generally reviewed for policy network models, while the review for public policy process design models focuses mostly on the research done by Bryson and Crosby. Distinctions of this study are sought based on the limitations posed by such a pre-study.
    Second, policy makers, their relationships and interactions that make up a policy network are grouped as one set and forums, arenas and courts/conflict managements that are designated as the analytical framework for public policy process design model are grouped as the other set in order to deduce the elements of analysis.
    Third, the number of policy makers, network of relationships, and policy benefits are studied for policy makers in all three cases, while the channels of interactions are reviewed for resources, information flows and participation methods. Powers (or authority) are reviewed in dimensions where communication ability, interpretation schemes and argumentation are looked at in the forum dimension; decision making/implementation ability, agenda, domain, and decision making/implementation methods are looked at in the arena dimension; and conflict management/control ability, norms, jurisdiction and conflict management methods are looked at in the conflict management dimension.
    Fourth, elements of analysis are applied to each dimension in all three cases which led to the discovery that there are differences in the policy makers in different dimensions and that policy outcomes are produced amid complicated and continuing interactions rather than a fixed special regularity.
    Fifth, it is viewed that urban planning rights will be transferred to local governments and urban planning related guidelines will take on more outlined forms in the future. Hence, it is forecasted that local governments will come to play bigger roles in policy making but that the central government will have to continue its participation because legislative rights will remain with the central government and there are still many powers are not transferred to local governments.
    Sixth, policy direction that has been learned from case analysis is that encouraging participation in the forum dimension would contribute to resolving conflicts and formation of social capitals. In the arena dimension, the central government should play the role of plan approval but of guideline provider and conflict management abilities should be enhanced by increasing neutrality and expertise of urban planning commission. In particular, there should be transition in the functions of urban planning commission policy deliberations and resolving conflicts among local governments. Further, it is pointed out that planners and planning government agencies should be hired and trained to be understanding about the positions of conflict managers, mediators, and communication facilitators so as to take on more comprehensive and demand responsive positions. In addition, it is emphasized that urban planning acts should be supplemented to include conflict management systems and that public finances should be separated in order to create the proper environment for voluntary planning by policy makers in local governments.
    Lastly, reviews done in this paper are mostly done around case analysis and even in individual case studies parts of plans are selected for analysis rather than analysis of plans. Therefore, this paper cannot fully uncover the characteristics of general urban planning related systems. However, it is meaningful in that the paper confirmed the usefulness of policy network models that have policy makers, relationships among policy implementers, and channels of interactions as key elements and that it uncovers how these analytical elements act in the urban planning process.

    현대사회는 네트워크사회이다. 네트워크가 중시되는 정책환경속에서 공공정책은 전통적인 패러다임으로 접근하기에는 한계가 있다. 도시계획과 같은 공공정책과정에 있어서 정책네트워크적 분석모형이 의미를 더하고 있는 것도 이와 같은 이유에서이다. 본 논문에서는 정책행위자, 권력관계 및 상호작용을 핵심적 구성요소로 하는 정책네트워크모형을 적용하여 우리나라 도시계획과정을 분석하였다.
    본 연구를 위해 문헌자료와 심층면접을 통해 사례분석을 하였다. 우리나라에서 두드러진 도시계획제도인 도시기본계획, 개발제한구역 관리계획, 살고싶은 도시만들기에 해당하는 대표적 사례를 선정하여 도시계획과정에서의 정책네트워크 모형을 적용하였다. 아울러 정책참여자를 대상으로 한 심층면접을 연구방법으로 병행하였는데, 이는 사례분석을 보완하고 정책제언의 정보로 활용하였다. 주요 연구내용 및 발견사항은 다음과 같다.
    첫째, 정책네트워크 모형 및 공공정책과정 설계모형에 대한 선행연구를 검토하였다. 기존의 정부나 시장에 대한 논의를 대체하는 일련의 새로운 연구흐름으로서의 정책네트워크 모형에 대해 개괄적으로 검토하였으며, 공공정책과정 설계모형은 브라이슨과 크로스비의 연구를 위주로 검토하였다. 선행연구에 기초하여 본 연구의 분석모형을 개발하고자 하였다.
    둘째, 우리나라 도시계획과정에 적용할 수 있는 정책네트워크 모형을 발굴하고 이에 입각하여 우리나라 도시계획제도를 분석하였다. 본 연구의 분석모형은 정책네트워크의 구성요소인 정책행위자, 권력 및 상호작용을 한 축으로 하고, 공공정책과정 설계모형의 분석틀로 설정했던 사전적 논의, 제도적 논의 및 갈등관리를 다른 한 축으로 하여 분석요소를 재구성하였다. 이와 같은 분석틀 및 분석요소에 입각하여 도시기본계획, 개발제한구역 관리계획, 그리고 살고싶은 도시만들기정책에 적용해 보았다. 도시계획과정의 정책네트워크 모형의 구성요소로 설정한 정책행위자, 권력, 상호작용통로에 대한 세부적인 분석내용은 우선 정책행위자는 정책행위자의 수, 관계망, 정책이익 등을, 상호작용통로는 자원 및 정보흐름, 참여방식 등을 검토하였다. 한편, 권력은 단계별로 구분하여 사전적 논의단계에서는 의사소통능력, 해석기준 및 논증, 실용적 전달규범 등을, 제도적 논의단계에서는 의사결정?집행능력, 정책의제, 작용영역, 의사결정?집행방법 등을, 그리고 갈등관리단계에서는 갈등관리?제재능력, 규범, 사법권, 갈등관리방법 등을 각각 검토하였다.
    셋째, 정책네트워크모형을 적용하였을 때 우리나라 도시계획과정의 주요특성 및 향후 전망은 다음과 같다. 우선, 정책행위자간에 단계별로 각각의 차이가 있음이 발견되었는데, 특별한 규칙성보다 복잡하고 연속된 상호작용 속에 정책결과가 산출되고 있다는 점이다. 한편, 도시계획권한이 지방으로 이양되고, 도시계획 관련지침이 지금보다 더 개략적인 형태로 바뀔 전망이므로 이에 따라 정책행위자로서 지자체 및 지방도시계획위원회의 역할이 부각될 것으로 보였다. 또한 중앙정부가 법률의 입안권을 가지고 있고 각종 승인?결정권한이 아직 완전히 이양되지 않은 상태이므로 중앙정부의 관여는 계속될 것으로 보였다.
    넷째, 정책네트워크모형을 우리나라 주요 도시계획제도에 적용한 결과 도시계획단계별로 정책 방향은 다음과 같이 전개되어야 할 것으로 보았다. 먼저, “사전적 논의단계”에서는 주민, 시민단체, 기업 등의 참여를 촉진시킴으로써 갈등해소, 사회적 자본의 형성 등에 기여할 것으로 보였다. “제도적 논의단계”에서는 중앙정부는 계획승인보다 지침제공자로서의 역할을 하도록 하고, 도시계획위원회의 중립성?전문성 향상을 통해 갈등관리능력을 제고하도록 하고, 특히 중앙도시계획위원회는 정책심의, 지자체간의 갈등해소 등의 기능으로 전환할 필요가 있으며, 계획가 및 계획부서도 갈등관리자, 이해조정자, 대화촉진자로서 보다 종합적?시민요구 대응적 자세를 갖도록 임용되고 훈련될 필요가 있다는 점을 지적하였다. 마지막으로 “갈등관리”에 있어서는 도시계획법령에 갈등관리 제도를 보완하고, 지자체안에서 정책행위자간의 자율적 계획수립 분위기를 조성하기 위해서 재정분권화가 선행되어야 한다는 점을 강조하였다.
    끝으로, 본 논문은 우리나라의 주요 도시계획제도별로 각각의 대표적인 하나의 사례만을 분석하였으며, 분석한 사례도 계획의 전체내용보다 일부를 사용하였으므로 도시계획 관련제도의 일반적 특성을 파악하는데 한계가 있을 것으로 보인다. 다만, 도시계획과정에서 정책행위자, 권력, 상호작용 통로를 주요요소로 하는 정책네트워크 모형의 유용성을 확인하고 도시계획과정에 있어서 분석요소들이 어떻게 작용하는지를 보았다는데 연구의 의의를 둘 수 있다.
