As far as the previous researches are concerned, most of them are focused on the content- and accomplishment-oriented side of holding a life-long study festival. Positivists researches are insufficient; they fall short of encouraging voluntary participation of citizens while keeping focused on accomplishment study of individuals. Concrete analyses of the characteristic models of a life-long study festival in particular don't exist at all. The aim of this study, therefore, is to examine an ideal model of the life-long study festival by analysing its characteristic content and the effect of change after holding it.
The following are goals and suggestions of this research for an ideal model of the life-long study festival: Firstly, what is the difference between a life-long study festival and other regular regional festivities?; Secondly, what characteristics does each of the constituent areas of the life-long study festival have?; Thirdly, what is the individual, regional, social and cultural change like in terms of holding a life-long study festival?
In order to meet such goals of this study, three rounds of delphi technique research were carried out for 16 people comprised of college professors, central-level festival organizers, those experienced in a life-long study, etc.
As far as the delphi technique research for experts is concerned, I intended to suggest exclusive characteristics of a life-long study festival that are supposed to encourage voluntary participation of citizens and bring about desirable change of the region. And I examined an ideal model of the life-long study festival by analysing its characteristic content and the effect of change after holding it.
As a result, four elements are suggested in terms of exclusive characteristics of a life-long study festival, such as learning, participation, network and capability enhancement. In addition, the key content of a life-long study festival exercises a mutual influence on the change it brings about.
In order to hold an ideal life-long study festival, it is deemed necessary to encourage learning-oriented voluntary participation, role-sharing in the region, enhancement of learning in the learning, and diffusion of culture. The additional effect of such a life-long study festival is supposed to promote community identity and take advantage of making the regional resources a brand morally and economically. If theses characteristics are taken into consideration when holding a life-long study festival as of now, it may be viable to achieve its original goals.
