In Rapid Changes of Business environment, the way of being competitive is a empowerment, capital types, organizational effectiveness. That is necessary for sustaining firm's competitive advantage.
For this reason, research professionals dealing with empowerment, capital types, organizational effectiveness have been considered as a core competency of many organizations. However, all of the empowerment, capital types, organizational effectiveness theory has not accumulated sufficiently that could provide significant meaning to academicians, researchers and practitioners as yet. Results from previous research are very inconsistent, and disputatious. Moreover, there are very few empirical research papers concerned about management because previous researches usually focused on empowerment, organizational effectiveness, but these days more and more practitioners and academicians are interested in management empowerment, capital types, organizational effectiveness.
This studies present an important meaning a directly and indirectly effects of a empowerment to force organization between the capital types, and organizational effectiveness according to studies that is verified theoretical.

In accordance with results of a hypothesis verification, first, a social capital(trust) affects positively a social capital and a empowerment. this results present that keeping an organic trust relation among members of the community and keeping active communications between a personal and organizations. Second, a intellectual capital(human capital, costumer capital) affects positively organizational effectiveness. this results present that a capability of members and an ability of members is main factors of an empowerment. And an organizational effectiveness is promoted through an understand of organization environments, a broad knowledge of relations among organizations, relations among the interested parties.
