범죄불안감 감소를 위한 환경설계에 관한 연구

국문 초록 (Abstract)

본 연구에서는 범죄불안감 감소를 위한 환경요건 개선에 대한 필요성을 인식하고, 준공업지역에 면한 주거단지와 일반주거지역의 주거단지를 비교하고 물리적 환경차이에 따른 거주자의 환경에 대한 만족도와 불안공간을 조사 하고 그에 따른 환경요건 개선안을 제시하였다.조사대상지는 가양동의 준공업지역 내 위치한 두 곳이다. 특히 조사대상단지중 하나인 S9단지는 주거와 공업 상업이 혼재되어 학자들이 주장하는 도시 환경문제를 야기시키는 열악한 주거지의 조건을 갖춘 곳이라는 것을 알 수 있었다.현장 조사서는 CPTED 이론을 바탕으로 제작하였고 그 항목을 기준으로 주요한 물리적 조건을 비교 분석하여 측정하였다. 본 연구에서의 물리적 환경 측정은 CPTED 원리의 만족도에 따른 우선순위를 결정하기 위해서 사용되므로 가로등의 조도나 간격, 공간별 CCTV설치 개수 등은 평균값을 적용하여 측정하였다.물리적 조건의 경우 각 조사 대상공간의 조명의 조건에 거주자들의 만족도 차이가 컸다. 조명을 조사한 결과 이는 경찰청에서 발간한 ‘환경설계를 통한 범죄예방(cpted) 방안(2005)’의 조명 기준에 따른 일반 아파트 단지의 조명기준 15룩스 이상을 놀이터를 제외한 대부분의 공간이 충족했음에도 불구하고 방범환경 개선사항에 관한 요구에서 거주자들은 가로등의 밝기와 간격조절을 매우 중요하게 생각하였다. 또한 주차장 같은 경우는 주차장법에 규정되어 있는 70룩스 이상의 기준을 제시하였지만 두 단지 모두 주차장의 조도는 단지의 다른 외부공간과 차이가 없었다. 조명조건에 거주자들의 만족도가 민감하게 반응한다는 조사 결과로 보아 야간 주민들의 범죄불안감 감소를 위해 가로등의 높이와 간격 그리고 적절한 조도 조절을 통해 시야를 확보할 수 있는 기준마련이 필요하다.범죄 불안장소에 대한 거주자 의식결과를 바탕으로 가장 범죄불안감을 많이 느끼는 장소에 CPTED가 우선 적용되어야 한다. 공간별로 거주자가 느끼는 범죄불안감의 이유가 다르고 물리적 조건이 다르기 때문에 각 공간의 CPTED 측정 항목들에 대한 만족도를 조사한 결과를 바탕으로 CPTED 우선 적용 공간과 우선 적용되어 져야 할 원리들의 순위를 결정하였다. 적용공간 순위를 살펴보면 보행로, 주거동의 출입구, 주차장, 단지 출입구, 공원 & 놀이터, 상가 & 근린생활시설로 나타났는데 여기에 영향을 끼친 물리적조건과 변수는 매우 다양하다. 특히 20대 이상의 성인이 조사대상자의 대부분이었던 이번 조사에서 본인이 느끼는 불안의 정도를 측정하였기 때문에 놀이터에서 느끼는 범죄 불안감이 다른 공간에 비교하여 낮은 것으로 나타났다. 하지만 주거환경에 대한 거주자의식 조사 결과에서는 보호자 없이 아이가 혼자 나가있으면 불안하다는 응답이 가장 높은 불안감을 기록한 것으로 볼 때, CPTED가 아파트 단지 각 공간에 전반적으로 반영이 되었을 때 거주자들의 범죄 불안감이 감소될 것이라고 판단된다.CPTED 각 원리의 항목들을 살펴보면 결국은 감시기능의 강화가 범죄불안감감소를 위한 최적의 방법임을 제시하고 있는 것을 알 수 있었다. CPTED의 5가지 원리 중 Territorial reinforcement를 제외한 나머지 4항목은 Natural Surveillance, Natural access control, Maintenance & Management, Activity support제안 항목들은 궁극적으로 감시기능의 활성화를 위한 것임을 알 수 있다. 이 결과를 바탕으로 아파트 단지의 공간별 물리적 조건 차이를 고려한 거주자의 사적 프라이버시 존중과 공적 감시기능의 적절한 조화가 이루어질 때 범죄불안감 감소가 이루어질 것이다.

We recognized the necessity about an environment requisite improvement for a crime feeling of uneasiness degrade in this research. The investigation compared and did the uneasiness space with the recognition about the environment of the resident whether we hanged out. We presented an environment requisite improvement according to the result.We investigated the two place to be located in the gayangdong.S9 is especially the place which the many facility is loaded various goods together with the residing. Scholars were a city environment problem to insist the place to meet inferior residing requirements to cause.We made CPTED theory in a spot investigation to the natural disposition. The comparison analyzes and measure chief physical condition with the item. A physical environment is used to determine the rank according to CPTED principle in research.The interval install proper management of matters or a space CCTV number applied the average and measured.In the case of a natural laws condition a recognition difference of residents appeared at the condition of an investigation space lighting. A lighting criteria to present is 15 luxes in an investigation result police department. Most spaces except the playground fulfilled. Residents regarded then and thought the intensity of the lighting and interval control very important.In the case of Station the criteria over 70 luxes was suggested at the law. The proper management of matters of a two all place Station did not have different space of the jar and difference. The result of the investigation to react so that residents are sensitive to a lighting condition came out. We need suitable lighting control at the night for a crime feeling of uneasiness degrade of inhabitants. We need also the criteria plan to reserve the eye-sight.CPTED must be applied to the place to feel the crime feeling of uneasiness much if it sees a resident recognition result. A physical condition is wrong the reason of the crime feeling of uneasiness which the resident feels by the space different. The result about CPTED items which investigates the recognition was the low to the natural disposition. We determined the rank of principles with CPTED Apply space. Result appeared The footpath,apartment outlet, Station, The gateway, park in the sequence of the downtown. The physical condition to trouble the influence and variable are very various. The adult over 20 years olds was the investigation object. We measured the degree of the uneasiness which the person in question feels from the investigation. A crime feeling of uneasiness of the playground was revealed therefore at different space that we were good because we compared. The response recorded most high feeling of uneasiness which 'It is restless if the kid goes alone.'increases in different result. CPTED principle just the apartment must become generally the reflection at the space. We are determined a crime feeling of uneasiness of residents will be reduced then.The consolidation of the surveillance facility is the method for a crime feeling of uneasiness degrade of the best suited according to CPTED principle. Suitable a privacy respect and harmony of the surveillance which considers the difference of the space in the apartment must be achieved. Finally, a crime feeling of uneasiness degrade will be achieved then.
