로컬 거버넌스의 구조적 특성과 지역사회복지사업 성과간의 관계 연구 = A Study on the Relationship between Structure of the Local Governance and Outcome of Community Welfare Service

국문 초록 (Abstract)

사회복지서비스 전달체계를 개선하고 복지사업의 효과성을 증대하기 위하여 정부가 2003년 도입한 지역사회복지협의체는 지역의 문제를 민·관조직의 협력을 통해 해결해 가는 로컬 거버넌스에 근거하고 있다.
지역사회복지협의체 시범사업 이후 선행연구에서 효과성은 입증되고 있으나 참여 조직간 관계구조에서 원활하지 못하다는 결과들이 있다.
본 연구는 로컬 거버넌스의 구조적 특성과 지역복지사업성과간의 관계를 파악해 봄으로써 지역의 참여 조직간 협력에 있어 원활한 관계구조를 갖기 위한 조건을 살펴보고자 하였다. 이를 위해 서울 25개구의 지역사회복지협의체 민·관 참여 기관에 2007년 4월 23일부터 5월 23일까지 총 225부의 설문을 배포하고 총 129부의 설문지를 회수하여 최종분석을 하였다.
본 연구의 분석 결과를 요약하면 다음과 같다.
첫째, 로컬 거버넌스의 구조적 특성 중 의사소통 유형과 지역복지사업성과에 관한 회귀분석 결과 수평적 의사소통 유형과 쌍방적 의사소통 유형이 지역복지사업성과와 유의미한 관계가 있음을 보여주었다.
둘째, 파트너십과 지역복지사업성과에 관한 분석결과 하위 변수인 외적 동기, 내적 동기, 상호 동기 중 상호동기가 지역복지사업성과와 유의미한 관계가 있음을 나타내었고 내적동기, 상호동기, 외적동기 순으로 관계가 더 많음을 보여주었다.
셋째, 자율성과 지역복지사업성과에 관한 분석에서는 자율성의 지도감독과 재정의존도는 지역복지사업성과와 유의미한 관계를 보이지 않았으나 부(-)의 관계를 갖는 것으로 나타났다.
결론적으로 로컬 거버넌스의 구조적 특성과 지역복지사업성과는 참여 조직간 의사소통 유형이 수평적이고 쌍방적으로 이루어지고, 파트너십은 법적인 외적 동기보다는 참여 조직간 내적동기와 상호 이익에 의한 상호동기가 중요하게 작용될 때 효과적으로 달성될 수 있다고 하겠다.

다국어 초록 (Multilingual Abstract)

Community welfare association which was adopted by the government in 2003 to improve social welfare service transfer system and increase effect of welfare business is based on the local governance that settle local problems out through the cooperation with private and government organizations.
It has proven great in effectiveness at a precedent research after the model business execution of the association, There are still some result depicting the disharmony of relation system between participant organizations, however.
Following results were obtained from the analysis.
First, after conducting a regressive analysis upon types of communication and outcome of community welfare service in the relevant structure of local governance, it was found out that horizontal communication type and mutual communication type have significant relations with the outcome of the community welfare service
Second, examination on partnerships and outcomes of the community welfare showed that among the subordinate functions including external motivations, internal motivations, and mutual motivations, there is an actual relation between welfare outcomes and mutual motivations. Furthermore, the rate of motivations showed that from the highest to the lowest order is inner motivations, mutual motivations, to external motivations.
Third, in the analysis upon the outcome of the community welfare service, The autonomy and financial reliability didn't seem to have any relation with the outcome of the community welfare service, yet they seemed to have a negative relation.
Now to conclude, the structural character of the local governance and the outcome of the community welfare service has horizontal and mutual communications, and their partnership is more likely to reach the goal effectively when the inner motivations and mutual motivations created by reciprocal profits of the participants in the organization are operated more importantly than the legalistic external motivations.
