직장보육시설의 표준보육과정 운영실태 = Current Management Status of the National Curriculum of Child Care Center at Child Care Facilities in Workplace

국문 초록 (Abstract)

과거와 달리 직장보육시설의 필요성이 강조되고 수요자의 보호·교육 욕구가 다양화·고급화되어 가고 있다. 보육의 질적 발전의 중요성을 인식하고 직장보육시설에서 국가차원의 표준보육과정의 운영 실태 연구를 하고자한다. 이에 본 연구는 설립주체 유형에 따라 공공기관/ 민간기업체/ 근로복지공단 직장보육시설으로 나누어 표준보육과정이 어떻게 적용되고 있는지 실태를 파악해 봄으로 써 직장보육시설에서 표준보육과정에 대해 많은 관심을 갖고 내용을 이해하여 적극 운영할 수 있는 방법을 모색해 보고자 한다.
이와 같은 연구 목적을 체계적으로 실행하기 위해 다음과 같은 구체적인 연구문제를 설정하였다.
1. 설립주체 유형별 직장보육시설에서 표준보육과정에 대한 교사들의 관심정도는 어떠한가?
2. 설립주체 유형별 직장보육시설에서 표준보육과정에 준하는 보육계획 실태는 어떠한가?
3. 설립주체 유형별 직장보육시설에서 표준보육과정에 준하는 보육과정 실시 실태는 어떠한가?
본 연구의 연구대상은 서울·경기지역의 공공기관, 민간기업체, 근로복지공단 직장보육시설에 근무하는 보육교사들이었다.
본 연구에서는 설립주체 유형별 직장보육시설의 표준보육과정 운영실태를 연구하기 위해 2007년 1월 3일 고시된 표준보육과정의 구체적인 보육내용 및 지침서와 정을순(2007)이 사용한 것, 표준보육과정 영역별 교사 지침(여성가족부, 2007), 보육시설 평가인증 지표 제3영역 보육과정을 연구의 취지에 맞게 수정 보완 하였다.
본 연구의 주요 연구 결과는 다음과 같다.
첫째, 설립주체 유형별 직장보육시설에 근무하는 교사들의 표준보육과정에 대한 관심정도는 표준보육과정에 대해 비교적 많은 교사들이 표준교육과정에 대하여 알고 있었으나 정확히 알고 있지는 못하는 것으로 조사되었다. 설립주체 유형별 직장보육시설에 따라 표준보육과정에 대한 연수와 적용에 있어 민간기업 직장보육시설이 공공기관 직장보육시설과 근로복지공단 직장보육시설에 비해 낮은 비율로 차이가 나타났다.
둘째, 설립주체 유형별 직장보육시설에서의 표준보육과정에 준하는 보육계획에 대한 결과로 계획안 작성과 관련하여 직장보육시설 근무교사의 계획안 작성은 잘 이루어지고 있으며, 직장보육시설 교사는 보육과정 계획 시 보육목표에 대한 인지도 부분에 있어서 설립주체 유형별 직장보육시설에 대한 차이가 아닌 교사의 개인변인(학력) 학력 수준이 높을수록 보육과정을 계획 시 보육과정에 대한 보육목표 인지도가 높은 결과를 나타냈다.
셋째, 설립주체 유형별 직장보육시설에서의 구체적인 표준보육과정 6개영역 기본생활, 신체운동, 의사소통, 사회관계, 자연탐구, 예술경험 영역에 준하는 보육과정 실시 실태를 살펴보면 전반적으로 평균 1.5에서 2점에 가까워 6개 영역별로 모두 가끔씩 실시하는 것으로 나타나 표준보육과정의 영역별 실시 수준은 대체로 높게 나타났으나, 민간기업 직장보육시설은 표준보육과정에 준하는 보육과정 실시에 있어서 공공기관 직장보육시설과 근로복지공단 직장보육시설에 비해 낮은 수준을 나타낸다.
위 연구결과는 설립주체 유형별 직장보육시설의 표준보육과정 운영실태를 나타내어 주며, 국가수준의 표준보육과정이 설립주체 유형별 다양성을 갖는 직장보육시설에 효율적으로 운영될 수 있도록 정부의 재정적, 정책적 지원으로 직장보육시설의 양적 확대와 함께 보육의 질적 발전이 이루어져야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine the current management status of the National Curriculum of Child Care Center at workplace according to the type of the founder of the workplace child care facilities (public institutions, private companies or Korea Labor Welfare Corporation). Based on the results, identified required improvements of the National Curriculum for Child Care Center in Workplace Child Care Facilities.
The findings of the study are as follow:
First, the interest of daycare teachers in the national curriculum for child care centers at the type of the founder of the workplace child care facilities was generally high. According to the result of analysis by the type of founder, the private companies were the lowest in the training and application in national curriculum for child care center.
Second, most child care facilities prepared lesson plans generally in compliance with the national curriculum based on investigation of the level of national curriculum mapping out on teaching plans. However, the scholarship is higher, the more accurate lesson purposes were introduced when teachers make teaching plans.
Third, implementation of the national curriculum at the type of the founder of the workplace child care facilities were generally high.
According to the result of analysis by the type of founder, the private companies were the lowest in implementation of the national curriculum. These results show that state of the national curriculum for child care center management in workplace child care facilities.
In order to meet such demands for variety at the type of founder of the workplace child care facilities, along with the government's support policies and finance.
We need to develop and distribute systematic extended child care programs for workplace child care facilities.
